Voting No: None. <br />Case #5: Official Magazine of Anoka Area Chamber of Commerce <br /> <br />Finance Officer ltelling stated that the City has received a request from the Anoka Area Chamber of <br />Commerce ~f0r financial support of the Official Magazine of Anoka Area Chamber of Commerce". <br /> <br />Motion by l~0uneilmember Hardin and seconded by Councilmember Beyer to direct Staff to write a <br />letter to th~'iAnoka Area Chamber of Commerce stating the City of Ramsey chooses not to <br />participate !~ tho funding of their magazine for the year 1992; however, funding of the magazine <br />will be con$i~ler~l in the 1993 budget. <br />Motion carried. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br /> <br />Case #6: Reimbursement for 1992 Redistricting Expenses <br /> <br />City Admit~jstra~r Schroeder stated there would be no action on this case until City Council has a <br />chance to r~view~.the case of Woodland Green Park development. <br /> <br />Case 6'7: Water Availability Charges (W.A.C.) <br /> <br />Finance Officer Helling stated that many of the surrounding cities have a W.A.C. charge for the <br />purpose of ~u?di~g future infrastructure replacements. She recommended a flat rate of $725.00 <br />per REC (re~iiteniial equivalent). <br /> <br />Discussion t~nsued regarding dealing with minimum charges, low income and/or disabled persons <br />and low income Senior citizens. Mrs. Helling offered to survey other cities to find out their policy <br />with regard~ low income people, etc. <br /> <br />Motion by ~unailmember Hardin and seconded by Councilmember Beyer to recommend that City <br />Council ad4[gt th~ resolution amending the City's municipal water and sewer rates, charges and <br />fees and es~blishingi~ a water availability charge. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br /> <br />Case #8: POlicy on Septic System Repair <br /> <br />City Engine~rJa ~nkowski stated there was a complaint earlier this year of a failed septic system and <br />to date, this ~as not been repaired. He stated that most of the building that took place in the 1970's <br />and early 19~lO,s Oan soon be expecting system failures. Mr. Jankowski listed alternatives and also <br />discussed what the County does in similar situations. <br /> <br />Discussion ~ensu~d regarding the alternatives and the costs to the City to implement these <br />alternatives. <br /> <br />The Budget Co_ mmittee directed Mr. Jankowski to draft a policy as opposed to having a "bunch" of <br />alternatives ~'d bring back to the Budget Committee for review. <br /> <br />Mr. Jankowald stated that when the City receives a complaint, the inspector goes to the property <br />owner and a~k~ for permission to investigate. On occasion, they have been denied access and have <br />tried to vieW'the property from the adjacent property or the street.
