<br />from the City land use plan, ,existing plats, etc. shall consider the highest and best use of the land within the <br />service area. To avoid duplication of similar park facilities within the service area the CONSULTANT shall <br />analyze nearby existing and proposed parks to determine what features and activities would be <br />complementary . <br /> <br />4. Task 4 - Develop Concept Plans <br />The CONSULT ANT shall prepare two to three alternative concept master plans. The purpose of the <br />preliminary alternative concept plans shall be to broadly explore varying approached to the overall <br />development of the park area. These alternative concepts shall investigate different use placements, patterns <br />of structured and unstructured open space, and a variety of trail and access alternatives. The alternative <br />concept plans shall relate to possible future housing within the service area. The CONS UL T ANT shall assist <br />in hosting an open house at a regularly scheduled Park and Recreation Commission meeting to receive <br />additional ideas and comment from residents on the varying concept plans. . <br /> <br />5. Task 5 - Meet with the Park and Recreation Commission to Review the Alternative Concepts <br />The CONSULTANT shaIl present the alternative concept plans to the Park Commission in a work session <br />style meeting. The CONSULTANT shall provide measureable criteria for evaluating the strengths and <br />weaknesses of the alternative concepts. The CONSULTANT shall also provide rough estimates of the cost to <br />construct the park facilities contained within each of the alternative concepts. The CONSULTANT, with aid <br />from the staft shall facilitate the meeting and strive to generate a consensus of the preferred plan by the <br />commission members. <br /> <br />6. Task 6 - Development ofthe Park Master Plan <br />The CONSULTANT shall prepare a detailed graphic preliminary master plan based upon the Park <br />Commission's preferred concept plan. The plan shall include all proposed park improvements clearly drawn <br />and to scale, indicating mass grading requirements, buildings, shelters, and associated infrastructure, play <br />areas, trails, trees shrubs and vegetation, lighting, water' recreation areas, piers/boardwalks, signage, and <br />other design elements that evolve through the planning process. <br /> <br />The CONSULTANT shall prepare apreliminary park master plan estimate of probable cost to construct the <br />. park improvements~ <br /> <br />The CONSULTANT shall present the preliminary master plan and estimate of cost to, construct to the staff <br />and Park Commission for review and approval subsequent to a public hearing. Incorporate any Park <br />Commission comments or recommendations into the preliminary park master plan. <br /> <br />The CONSULTANT shall present the preliminary master plan, including revisions required by the Park <br />Commission and estimate of probable cost to construct the improvements to the City Council. <br /> <br />The CONSULTANT shaIl revised the master plan as directed by the City Councilllnd prepare a final master <br />plan and estimate of probable cost to construct the improvements. <br /> <br />7. Task 7 - Document the Planning Results <br />The CONSULTANT shall prepare an 8 Y2 X 11 letter report including the site analysis, alternate concept <br />plans and final master plan. The CONSULTANT shaIl provide the OWNER with bound paper 20 copies and <br />a pdfdigital copy of the report. <br /> <br />B. ADDITIONAL SERVICES <br /> <br />I. Additional Services: Services other than those listed in the Scope of Services above and requested and <br />authorized in writing by the Owner. <br /> <br />C.FEES FOR PROFESSIONAL SERVICES <br /> <br />1. .
