<br />is shown within an existing electric utility easement, and written documentation must be <br />provided from the entity holding those rights prior to issuance of a permit. Additionally, <br />attempts should be made to remove the ground sign adjacent to Riverdale Drive from the platted <br />drainage and utility easement. . <br /> <br />In addition, City Code restricts free standing or ground signs to one per parcel. The applicant <br />proposes to have two (2) signs on one (1) lot. One (1) sign is proposed to be located along <br />Highway 10, with the other proposed to be located on Riverdale Drive. A Conditional Use <br />Permit (CUP) application has been submitted requesting an overage of signage, which will be <br />considered separately of the Site Plan Review. <br /> <br />Landscaping Plan: City Code requires one (1) tree per every 1,000 square feet of building <br />footprint or fifty (50) lineal feet of site perimeter, whichever is greater, as well as one (1) tree per <br />every ten parking stalls. Additionally, one (1) shrub per every 300 square feet of building <br />footprint or thirty (30) lineal feet of site perimeter, whichever is greater, is required. Based on <br />the lineal footage of the site (1,006 feet) and the number of parking stalls (49), a minimum of <br />twenty-five (25) trees and thirty-three (33) shrubs must be installed. City Code also requires <br />trees planted along public road frontages at spacing not greater than thirty-five (35) feet on <br />center. Finally, the planting schedule should consist of not less than twenty-five percent (25%) <br />coniferous or deciduous trees and no more than twenty-five percent (25%) of the required trees <br />shall be ornamentals. The landscaping plan, dated February 29, 2008, includes eight (8) trees <br />and eighty-nine (89) shrubs. Care should be taken to ensure consistency between the proposed <br />landscaping and utility/easement corridors. <br /> <br />The following comments are offered regarding th~ landscaping plan: <br />. An additional seventeen (17) trees must be added to the plan, including some coniferous <br />species (at least 25% of required plantings shall be coniferous species). The overall <br />number of shrubs can be reduced, if preferred, and could be used to offset some of the <br />. required trees, but not to the extent indicated on this plan. <br />. More overstory trees must be located along the public' road frontages; trees shall be <br />spaced at no greater than thirty-five (35) feet on center along Armstrong Blvd and <br />Riverdale Dr (~ue to the existing trees in the right-of-way, additional plantings will not <br />be required along Highway 10). <br />. At least one (1) more tree is needed adjacent to the parking stalls.. <br />. Planting depth shall be such that the root flare is at grade level. Trees planted too deeply <br />will be rejected. <br /> <br />Please submit a revised plan that addresses these matters. <br /> <br />Irrigation: All new landscaping shall be irrigated by an in-ground system. Irrigation metering <br />and backflow devices shall be approved as part of the Utility Plan, and installed accordingly. <br />Irrigation rain sensors shall be installed and appropriately placed throughout the site. <br />Information must be provided to insure compliance with these requirements. <br /> <br />Tree Preservation: The site is devoid of any tree cover; therefore, no tree preservation plan is <br />necessary. <br /> <br />38 <br />
