<br />Proposal for Ramsey3 Facilitation <br />Submitted by Dan Marckel <br />March 28, 200~ <br /> <br />Background <br />The Ramsey3 project has fostered an unusually cohesive and promising public discussion <br />in the City of Ramsey, Minnesota in the past year. The opportunity now exists to create a <br />workable framework for the city's future development by building on the information and <br />relationships created during the Ramsey3 process. The city has formed a working group <br />to undertake this effort and recommend actions to tbe city council. <br /> <br />This proposal describes activities to help the city's working group refine the current <br />vision statement, outline objectives for implementing the vision, identify alternative <br />policies and practices that meet the objectives, and present the results in a larger <br />community forum.. The resulting products will be usable to guide the creation of <br />ordinances and policies to manage growth and development in Ramsey. <br /> <br />Presumptions <br />The following are presumed in this proposal: <br />. The Ramselleadership group has been actively planning for the work group. <br />This group will continue to operate as a steering committee, perhaps with <br />additional members from the work group. <br />. The process outlined is subject to review and modification by the work group and <br />city staff. If a significant change is made in the facilitation role, we will work with <br />the work group and city staff to reach a mutually agreeable refined scope of work. <br />. Official communication about the work group will be coordinated by city staff. <br />. Multiple copies of meeting materials will be reproduced by the city. <br />. Management of any Ramsey3 website use will be by others. <br />. Products will be stand-alone items, but opportunities to coordinate with the city's <br />Comprehensive Plan update will be identified. <br /> <br />Tasks <br />A. Facilitate meetings of the City's working group. <br />The working group is anticipated to meet 4-5 times between the end of March and the <br />end of May, 2008. We will provide facilitation for each of these meetings, including the <br />following: <br />. 1 preparation meeting with staff and work group representatives <br />. Preparation of work group meeting materials <br />. Facilitation during the meetings <br />. Summary notes from each work group meeting <br />. Meet with interim committees if needed <br />. Informal communication with work group members between meetings <br /> <br />Details specific to each of the steps are outlined in tasks B-E below: <br /> <br />-24- <br />
