Commissioner VanScoy stated in the email from Steve Angell it notes that the City keeps
lowering the size of the garage they can build and it has been his understanding that they have
been increasing the size of the garages.

Interim Community Development Director Frolik stated that was correct.

Chairperson Nixt thought Mr. Sturgill's statement to be identical to his thoughts regarding the
number of items someone can own. He stated he struggled with the regulation the City is seeking
to impose and he wondered what the nuisance is they are trying to address.

Commissioner Brauer stated he had a concern with this because his neighbor has four vehicles
for each of their members of their family so they will be allowed one more item with this
proposed regulation of five.

Chairperson Nixt asked what kind of complaints they have received.

Interim Community Development Director Frolik stated they have received complaints on
various items such as too many vehicles, broken down vehicles and messy yards.

Commissioner Cleveland thought this ordinance was trying to restrict what you can own.

Chairperson Nixt thought what they are doing here is wrong. He did not want to take issue with
what Council's objectives are but he thought they can regulate this based on the area of
impervious surface that you can have on your property and to store it properly and if it fits it
should be ok. He thought arbitrarily establishing a number of items if properly stored is not the
way to see this is done.

Citizen Input

Mr. Charles Laddering, 17646 St. Francis Boulevard, stated if this goes forward, the City will be
restricting what he can own. He listed all the items he owns and stated he cannot afford to build
a 200 sq. foot pole bam. He stated he objected to this proposed ordinance because it will limit
what he can own.

Mr. Bob Tomechevski, 17320 Tiger Street, thought this was similar to the last proposed
ordinance and there was a lot of concern about the amount of paved area on the property and he
thought this was a good idea. He believed that there is an avenue for enforcing this ordinance
and if they do enforce it, it should be enforced uniformly across the City. He thought many
people moved to Ramsey to get away from all the regulations and he suggested they find another
form of regulation.

Mr. Jim Boik, 15000 Xylite Street N.W., stated he has four licensed drivers in his family and he
is already over five items. He did not understand what the motivation was of the Council but he
thought they were going overboard.

Planning Commission I March 6, 2008
