Mayor Gamec stated that we actually do not know if it will work or not so why don't we just do it and find out. Director of Public Works Olson stated that's where we are at with this recommendation - trying to understand Mr. Packer's concern about releasing the escrow but need to answer to residents as well. Mr. Olson stated he recommended this be brought to the Public Works Committee for recommendations and to ask for the Attorney to render his opinion. The bottom line is we are trying to get this resolved. Mayor Gamec reiterated that no one can tell us it will or will not work -let's do something and find out. Councilmember Olson asked what we do when we find the hole. Mr. Olson explained how to patch the leak; however, there is no guarantee that's the only place it's leaking. Mr. Packer inquired if this is an acceptable risk. Councilmember Olson inquired ofthe cost. Mr. Packer suggested $30,000 to $40,000. Chairperson Dehen inquired if there has been any analysis of this - let's assume more than the one leak - starting over and putting clay in place as ifthere is no liner - is that cost prohibitive. Mr. Olson replied that would be very expensive. Mr. Packer agreed it would be very expensive. Mr. Olson inquired if the Committee is okay with Mr. Packer's recommendation. Is it an acceptable risk as long as it fixes the problem - hopefully 15 years from now it will still be fine. Councilmember Olson stated she would like someone to have a conversation with the manufacturer. Motion by Councilmember Olson and seconded by Mayor Gamec to retain $30,000 and do additional research into the polymer solution and bring it back at a later date. Motion carried.
