Mr. Holm stated the sewer and water hook ups were designed to accommodate multiple dwelling
units so he did not understand why a third hook up would be required to run to the street. He
thought the two hook ups would be adequate for three single family dwellings.

Assistant City Engineer Himmer stated the concern was having one dedicated service serving
two homes in case of problems. Isolating services separately is easier to track the source of the
problem.

Vice Chairperson Levine asked if Mr. Holm had the staffletter and agreed with it.

Mr. Holm stated he did except for the concern with the third hook up.

Vice Chairperson Levine thought this looked pretty straight forward and the applicant can work
with staff though this process.

Commissioner Brauer stated even though he voted no on this at the BOA he appreciated the
applicant working with staff on bringing something back that would work in the City.

Case #2:

Request for a Home Occupation Permit; Case of Nathan Wattenhofer

Vice Chairperson Levine closed the regular portion of the Planning Commission meeting at 7:35
p.m. in order to call the public hearing to order.

Public Hearin2

Vice Chairperson Levine called the public hearing to order at 7:35 p.m.

Presentation

Assistant Community Development Director Frolik explained the City has received an
application from Nathan Wattenhofer for a home occupation permit to establish a specialty
fabrication operation in an attached accessory structure located at 17151 Baugh 8t. NW

Mr. Wattenhofer has one client, a national fitness chain, for which he fabricates and installs
custom parts. He is proposing to operate his specialty fabrication business within a portion of the
pole building. His business operation does not use any solvents and there would be no
exhausting of fumes to the outside, nor would there by any outside storage of materials. Mr.
Wattenhofer currently does not have any regular full-time employees; however, the parcel is
large enough (3 acres) that he would be eligible for one non-resident employee.

Vehicular traffic trips are not to exceed 2 trips per hour per standard business day or 16 trips
within a 24 hour period. The applicant does not anticipate approaching anything near this
threshold as customers would not be onsite and only occasionally are materials delivered there.
The business operation would occur between the hours of 7:00am and 4:00pm, Monday through
Friday, or as needed.

Planning Commission / April 3, 2008
