is shown within an existing electric utility easement, and written documentation must be <br />provided from the entity holding those rights prior to issuance of a permit. The location of this <br />sign should also be consistent with the proposed utility design in that area Additionally, <br />attempts should be made to remove the ground sign adjacent to Riverdale Drive from the platted <br />drainage and utility easement. <br />In addition, City Code restricts free standing or ground signs to one per parcel. The applicant <br />proposes to have two signs on one lot. One sign is proposed to be located along Highway 10, <br />with the other proposed to be located on Riverdale Drive. A Conditional Use Permit (CUP) <br />application has been submitted requesting an overage of signage, which will be considered <br />separately of the Site Plan Review. <br />Landscaping Plan: The revised landscaping plan, dated May 1, 2008, is generally acceptable. <br />However, the revised plan indicates that landscaping will occur within the MnDOT right -of -way. <br />A copy of the MnDOT permit granting such permission shall be required prior to Building <br />Permit issuance: <br />Irrigation; All new landscaping shall be irrigated by an in- ground system. Irrigation metering <br />and backflow devices shall be approved as part of the Utility Plan, and installed accordingly. <br />Irrigation rain sensors shall be installed and appropriately placed throughout the site <br />Information must be provided to insure compliance with these requirements. <br />Tree Preservation: The site is devoid of any tree cover; therefore, no tree preservation plan is <br />necessary. As stated, you desire to remove trees from the MnDOT right -of -way in order to <br />enhance visibility of the site and have further stated that permission has been granted to do so by <br />MnDOT. A copy of the MnDOT permit granting such permission shall be required prior to <br />Building Permit issuance <br />Drainage and Grading: The following continents are offered regarding the 'drainage and <br />grading plan dated February 28, 2008, revised May 6, 2008: <br />Please provide notes on the plans for the location of the proposed tip -out curb and gutter; <br />specifically along the west side of the proposed shared driveway. Watershed and NPDES <br />permits are required for this project and copies must be submitted before issuance of a building <br />permit. The Storm Water Pollution Prevention Plan must state that the contractor shall have a <br />sweeper on site or have one available within three hours, and that tracked sediment must be <br />removed from all off -site paved surfaces promptly upon discovery, or as directed by the City. A <br />maintenance agreement is required for the proposed rain gardens and sump manholes to ensure <br />the proper functioning of the intended design, and they must be encumbered by drainage and <br />utility easements. Additional information clarifying the overall proposed stormwater <br />management plan is required to understand the basin discharge in both the interim and permanent <br />conditions: No additional outflow will be allowed to impact the Armstrong Boulevard and <br />Riverdale Drive intersection; all outflow must be directed to the west <br />The plan proposes constructing an interim pond on the neighboring parcel to the west until such <br />time that the City installs a trunk storm sewer line along Riverdale Drive to convey drainage to <br />
