-134 <br />the regional basin to the west. The City is willing to undertake this work in conjunction with the <br />Armstrong Boulevard reconstruction project planned for next spring /summer. It may also be <br />advantageous to install trunk sanitary and water at this same time in 2009. The property owner <br />will be required to pay for the cost of installing a storm sewer pipe from their on -site pond to the <br />regional basin to the west. The City's contribution for this storm sewer improvement would <br />include the cost of oversizing the pipe, and the installation of any other features necessary to <br />serve the larger drainage area It is estimated that the total cost of the City expenditure on this <br />2009 project would be approximately $20,000. ' The dollars expended by the City will be <br />recouped through future stormwater management fees for all the undeveloped benefiting parcels <br />in the area Additionally, a temporary drainage and utility easement will be required over the <br />interim basin until such time that the storm sewer improvements are completed. The cost <br />breakdown for these future improvements and the temporary drainage and utility easement must <br />be negotiated and clearly stated in the Development Permit for this project. No credit will be <br />given to the property owner for the temporary improvements proposed as part of this <br />development project. <br />Please submit a revised plan that addresses these matters. <br />Easements: Approval is required from the private entity that has rights over the existing electric <br />utility easement along the north property line for the proposed utilities, ground sign, landscaping, <br />and any proposed grade alterations. <br />Access: The proposed site plan shows two access points on Riverdale Drive on the south side of <br />the property. Cross access easements will be required for the proposed shared access along the <br />west property line. Furthermore, M nDOT is requiring that access control be granted along the <br />Highway 10 right-of-way line. <br />Loading Docks: City Code requires that one off - street loading dock/berth shall be provided for <br />the first 10,000 square feet. Since this proposed structure is only 7,800 square feet, no loading <br />dock will be required. If a future expansion does equate into the total building size becoming <br />10,000 square feet or greater, an off - street loading dock/berth shall be required. <br />Stormwater Management Fee: The City requires a payment for stormwater management. The <br />current commercial rate is $4,238 per acre for stormwater management. This fee totals $6,187.48 <br />for the property. The rate in effect at the time will be collected prior to issuance of a building <br />permit <br />Sanitary Sewer and Water Trunk Charges: Trunk charges are required for municipal sewer <br />and water. The current commercial rate for sanitary sewer is $3,630 per acre, and water is <br />$7,914 per acre. The fee totals for this property are $5,300 for sanitary sewer, and $11,555 for <br />water. The rate in effect at the time of final site plan approval will be collected prior to issuance <br />of a building permit. <br />Park Dedication: The City requires a payment for park dedication which was collected at time <br />of final plat. <br />
