City Attorney Goodrich reported that the City Charter states that 2/3 of the members of a Board or Commission have to be residents of the City. Mayor Gilbettsoa and Councilmember Zimmerman felt that Ramsey business owners should still be able to sa'r~e CCh the Economic Development Commission. Motion by ,Coutlcilmember Peterson and seconded by Councilmember Beyer to approve the changes to iOhaPter 2 of the Ramsey City Code with the following amendments: Allow the Economic D°Vel0pment Commission to include members that are not property owners in the City of Ramsey,~nDt tO exceed 1/3 of the Commission and that the Park and Recreation Commission should retain their current name. Motion carded. Voting Yes: Councilmembers Peterson, Beyer and Hardin. Voting No: Mayor Gilbertson and C0Uncilmember Zimmerman. Motion by ~°Uneilmember Peterson and seconded by Councilmember Beyer to direct City Staff to resubmit this amendment as an ordinance for introduction to Council. Motion carried. Case #2: Request for Site Plan Review for an Expansion to the Rum River Itfiis Golf Course Clubhouse; Case of Rum River Hills, Inc. City Enginegr~ Jankowski stated a special Planning and Zoning Commission meeting was held to discuss the Rl~m River Hills Golf Course request for site plan approval for an expansion to the clubhouse. $~m¢'concems were raised regarding drainage, parking spaces, whether or not the on- site septic system! would be adequate, and that possibly an automatic sprinkler system should be required. With regard to the concerns, he reported that all existing and additional runoff from the clubhouse s~31cta, re will drain eastward into the golf course ponding system. The Zoning Administratoe reVtewed~t the number of parking stalls and found the amount to be adequate. The septic system~mu~t be approved by Anoka County and the Building Official will determine if a sprinkler system is needed. Motion by Matyor. Gilbertson and seconded by Councilmember Beyer to approve the proposed site plan for the6xpag~, sion of the clubhouse at the Rum River Hills Golf Course contingent upon compliance With Oty Staffreview letter dated April 9, 1992. Case #3: AUthorization to Solicit Bids for the Construction of Waco Street ~N.W. from 149th Avenue N.W. to 150th Avenue N.W. City Engineer Jankowski stated that to facilitate the construction of the Juniper Woods subdivision, the City ent~rad into an agreement with Mr. Albin Peterson in April 1990 which allowed for the extension of;~w~ and water through his property and his dedication of right-of-way for Waco Street N.W. rb~etween 149th Avenue N.W. and 150th Avenue N.W. in exchange for the City installing the ;roadway. He stated the City Engineering Department has prepared plans and specification~ for the construction of this segment of roadway and they have been reviewed and City Council/April 14, 1992 Page 4 of 6
