The Personnel Committee reviewed the <br />memorandtlff~ bg Personnel Coordinator McAloney regarding the discussions with the Personnel <br />Committee aSd the City Council relative to her position. The Committee requested that the case be <br />tabled for tw~ w0eks to enable questions to be answered by members of the Personnel Committee. <br />The Committee received a recap, for informational purposes only, of premium time paid and <br />compensato~ time earned to date in 1992. The Personnel Committee tabled the case regarding the <br />Status of thi~ police Sergeant Position upon the recommendation of City Administrator Schroeder <br />and Police Cl~iefAuspos. <br /> <br />Consensus off. the Council was to approve the recommendations of the Personnel Committee. <br /> <br />Case #5: Report from Negotiating Committee <br /> <br />City AdminiStrator Schroeder stated the the Negotiating Committee met on April 14, 1992 to <br />discuss the ]$92wages and benefits for exempt employees. Another meeting is scheduled for <br />May 12, 1992 to itiscuss same. A Negotiating Committee meeting was held on April 21 to discuss <br />the 1992 wagg. s and benefits for the AFSCME bargaining unit. Mr. Schroeder explained that the <br />City Councll*a ra~tionale for the rejection of the latest AFSCME proposal is because it did not <br />include anY}consideration for performance and was market driven without the primary <br />considerationlbei~g internal comparison as mandated by the State's Comparable Worth Law. The <br />Negotiating~on~ittee then resubmitted the management plan. He stated that AFSCME will be <br />voting on Apffi 30, 1992 and will let him know if they approve or reject the City's proposal. <br /> <br />The Council so noted the report from the Negotiating Committee. <br /> <br />Case /t6: Report from Budget Committee <br /> <br />This case wasdealt with as Case #lb. <br /> <br />Case g7: <br /> <br />Amendment to the Development Agreements for the Wood Pond <br />Projects (Chestnut Ponds, Cedar Hills, Windemere Woods and <br />Chestnut Hills) <br /> <br />City Administrator Schroeder reported that the Wood Pond Projects are going well and that the <br />subject of strut lighting has been discussed with the developers of these subdivisions. He stated <br />what has be0~agr~ed to is that the City of Ramsey would cause street lights to be placed within the <br />first phases 0~th{~ subdivisions by Anoka Electric Cooperative and that the developers would pay <br />for installatiOn of the street lights and two years maintenance for those lights. The cost of <br />maintenance, a. ndoperation for these lights will be a line item on the City's utility bill to the <br />individual lo'tS, He stated that Mr. Steve Bubul of Holmes & Graven drafted an amendment to the <br />development ~/greements providing for the street lights. <br /> <br />Motion by C0un¢ilmember Peterson and seconded by Councilmember Beyer to approve the <br />amendment to ~the.development agreement regarding street lighting for Chestnut Ponds Addition. <br /> <br />Motion carried, Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Couneilmember Peterson and seconded by Councilmember Beyer to approve the <br />amendment to the development agreement regarding street lighting for Windemere Woods <br />Addition. <br /> <br />Motion carried.
