The Personnel Committee reviewed the memorandtlff~ bg Personnel Coordinator McAloney regarding the discussions with the Personnel Committee aSd the City Council relative to her position. The Committee requested that the case be tabled for tw~ w0eks to enable questions to be answered by members of the Personnel Committee. The Committee received a recap, for informational purposes only, of premium time paid and compensato~ time earned to date in 1992. The Personnel Committee tabled the case regarding the Status of thi~ police Sergeant Position upon the recommendation of City Administrator Schroeder and Police Cl~iefAuspos. Consensus off. the Council was to approve the recommendations of the Personnel Committee. Case #5: Report from Negotiating Committee City AdminiStrator Schroeder stated the the Negotiating Committee met on April 14, 1992 to discuss the ]$92wages and benefits for exempt employees. Another meeting is scheduled for May 12, 1992 to itiscuss same. A Negotiating Committee meeting was held on April 21 to discuss the 1992 wagg. s and benefits for the AFSCME bargaining unit. Mr. Schroeder explained that the City Councll*a ra~tionale for the rejection of the latest AFSCME proposal is because it did not include anY}consideration for performance and was market driven without the primary considerationlbei~g internal comparison as mandated by the State's Comparable Worth Law. The Negotiating~on~ittee then resubmitted the management plan. He stated that AFSCME will be voting on Apffi 30, 1992 and will let him know if they approve or reject the City's proposal. The Council so noted the report from the Negotiating Committee. Case /t6: Report from Budget Committee This case wasdealt with as Case #lb. Case g7: Amendment to the Development Agreements for the Wood Pond Projects (Chestnut Ponds, Cedar Hills, Windemere Woods and Chestnut Hills) City Administrator Schroeder reported that the Wood Pond Projects are going well and that the subject of strut lighting has been discussed with the developers of these subdivisions. He stated what has be0~agr~ed to is that the City of Ramsey would cause street lights to be placed within the first phases 0~th{~ subdivisions by Anoka Electric Cooperative and that the developers would pay for installatiOn of the street lights and two years maintenance for those lights. The cost of maintenance, a. ndoperation for these lights will be a line item on the City's utility bill to the individual lo'tS, He stated that Mr. Steve Bubul of Holmes & Graven drafted an amendment to the development ~/greements providing for the street lights. Motion by C0un¢ilmember Peterson and seconded by Councilmember Beyer to approve the amendment to ~the.development agreement regarding street lighting for Chestnut Ponds Addition. Motion carried, Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Hardin and Zimmerman. Voting No: None. Motion by Couneilmember Peterson and seconded by Councilmember Beyer to approve the amendment to the development agreement regarding street lighting for Windemere Woods Addition. Motion carried.
