City Engirl~r Sankowski stated that on April 28, 1992 the City Council passed a resolution <br />receiving th~ feasibility study and setting a public hearing for Improvement Project #92-15, which <br />public hea/'it~g Was held earlier tonight. He stated if Council's action is to continue with the <br />project, they midst adopt a resolution ordering plans and specifications and a resolution for <br />approving pltms and specifications and setting a bid date. <br /> <br />Motion by C0uneilmember Peterson and seconded by Councilmember Hardin to adopt Resolution <br />//92-05-097 0rde~ring improvement and preparation of plans and specifications for Improvement <br />Project//92-. 15. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Zimmerman.: Voting No: None. <br /> <br />Motion by COuneilmember Hardin and seconded by Councilmember Peterson to adopt Resolution <br />g92-05-098, approving contract documents and specifications and ordering advertisement for bids <br />for Improvement' Project//92-15. <br /> <br />Further discussion: Councilmember Peterson inquired if the specifications included any trails. <br />City Engin~ Jai!kowski stated it will be the developer's responsibility to provide rough grading <br />for a trail but he is anticipating blacktopping the trail will be done in another phase. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson, Beyer and <br />Zimmermart. Voting No: None. <br /> <br />Case g7: Position of Personnel Coordinator <br /> <br />City Administrator Schroeder stated that the Personnel Coordinator position has been an item of <br />discussion sit~e April 1991 and that the Personnel Committee, at their last meeting, recommended <br />that the City. Council deal with this issue. Mr. Schroeder recommended increasing the position of <br />the Personnel~Co0rdinator from class 3 to class 4.5 retroactive to January 1,1991 and increase the <br />base wage retroactive to January 1, 1991 to $28,160 and that with this wage increase, all <br />compensato~ and overtime payment for 1991 be rescinded due to the salaried nature of this <br />position effective~January 1, 1991. <br /> <br />Councilmember Beyer stated this increase was not a budgeted item for 1992 and felt that it should <br />be brought baek to the Budget Committee for further discussion. <br /> <br />Mayor GilbOr[.son felt that the case had been in the discussion stage too long and that a decision <br />should be made at:this meeting. <br /> <br />Councilmember Hardin stated he supports Staff's recommendation and inquired if a modification <br />could be made to the 1991 budget to which Finance Officer Helling replied that it could. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to increase the position of <br />the Personnal iCoordinator from class 3 to class 4.5 retroactive to January 1, 1991, increase the <br />base wage relroaCtive to January 1, 1991 to $28,160 and that with this wage increase, all <br />compensatory', and overtime payment for 1991 be rescinded due to the salaried nature of this <br />position effective January 1, 1991. <br /> <br />Motion carded.
