Plantings should be installed in accordance with the City's Standard Detail Park-2 (Tree <br />Planting), excluding the photodegradable tube requirement. <br />. Hardwood shredded mulch should be placed over the area of the root ball but not piled <br />against the trunk of tree. <br /> <br />There are several constraints that exist on the site, including available planting space (much <br />of the existing green space consists of the original landscaping, which consists of fifty-two <br />(52) trees and seventy (70) shrubs) and the overhead transmission line that parallels the <br />eastern property line, which may malce it difficult to satisfy the minimum number of required <br />plantings. Due to these constraints, Staff believes that a reduced number of plantings, not <br />less than the twenty (20) proposed, would be acceptable for tlns project. However, there are <br />a couple of trees that were installed as part of the original site improvements tllat do not <br />appear to be doing well (one along the west boundary and one of the trees slated to be <br />relocated). Staff is recommending tllat tllese be replaced with new trees in exchange for <br />allowing a lesser quantity of new plantings. A revised landscaping plan should be submitted. <br /> <br />Tree Preservation: In the southern portion of the lot there are some scrub Siberian Elms, the <br />largest of wInch is no more than six (6) inches in diameter. This is an invasive species that <br />does not warrant protection. The only other trees on the site are those that were installed as <br />part of the original improvements and thus, no tree preservation plan is necessary. <br /> <br />Drainage and Grading: A grading, drainage, erosion control, and utility plan has been <br />prepared for this expansion by Hakanson Anderson dated February 22, 2008. Staff offers the <br />following comments on the plan: <br />. Please provide the overall ponding information and calculations to insure adequate <br />sizing of the on-site basin. Was this basin appropriately sized to accommodate this <br />parcel at this level of development? What are the normal and high water levels, and <br />is there an outlet control structure? <br />. Additional topography shots are required to understand the direction of runoff flow <br />during extreme rain events. Drainage must be contained on site and not negatively <br />impact surrounding properties. <br />. City code does not allow slopes steeper than 4: 1. Please review the revised pond <br />contours in the southwest comer of the site & modify accordingly. The proposed <br />impacts to this revised slope (grading, pipe work, etc.) must be mitigated with <br />appropriate erosion control practices and potential sediment clean out when <br />completed. Notes must be added for the proposed seed mix and stabilization practice <br />on this slope following construction. <br />o The proposed FES into the pond must have an invert within l' of the bottom. A trash <br />guard must also be incorporated into the design, consistent with City detail STO-8. <br />. Is the purpose of the storm sewer run between :MH 1 and :MH 2 to accommodate roof <br />drainage? What is the purpose for the future 8" openings in each structure? <br />. What is the proposed surface material of the outside storage area, and how will <br />drainage through this area be handled? <br />e Notes should be added to the plans calling out the locations for the proposed tip-out <br />curb and gutter. <br /> <br />33 <br />
