<br />Police Chief Way stated that it is not an error, because you need to see a driver license from <br />individuals. He showed the example ofthe birth date being entered as 1/1/1111. <br /> <br />Councilmember Look stated that he could understand some of the mistakes happening early on <br />because he was new to the business. He asked what the grounds would be for suspension rather <br />than revocation. He stated that this is the owner's livelihood and he feels a 6 month suspension <br />would be "a shot over the bow" and would let him know that the City is serious about these <br />violations. <br /> <br />Mayor Gamec stated that these are big violations and the police department has been talking to <br />Mr. Jerdin and trying to give him chances and he has continued to "screw up". He reiterated that <br />he thinks this business should be shut down. <br /> <br />Councilmember Look stated that he understands the sentiment behind revocation, but asked if <br />this would follow a business owner elsewhere, for example, could the owner just. go open <br />another shop in Andover. . <br /> <br />Police Chief Way stated that the owner could come in with a different name and noted that he <br />has seen this happen with car lots. <br /> <br />Councilmember Look asked what would stop him from doing that in Ramsey. <br /> <br />City Attorney Goodrich reviewed our business application form and noted that the questions <br />asked would cause him to disclose this information. He stated that this form is from the League <br />of Minnesota Cities. <br /> <br />Councilmember Dehen expressed concern about the use of the word convicted on the form, <br />because that wouldn't necessarily be the case for a license revocation. <br /> <br />Councilmember Olson asked if he could just sell his business and, if so, where that puts the City, <br />since the City owns the building. <br /> <br />City Attorney Goodrich stated that he could sell his business, but the new owner would need to <br />apply for a new permit/license. <br /> <br />Councilmember Elvig stated his concern that the owner could sell the business to his brother and <br />basically run the same operation. <br /> <br />Councilmember Look stated that from what City Attorney Goodrich read from the City Code, <br />this owner could just open a business called Todd's Pawn Shop, because it doesn't appear the <br />City can deny a license based on previous records. <br /> <br />Mayor Gamec stated that he thinks the Council has a choice of whether to grant a license or not <br />if they have had past problems. He stated that this type of business is closely scrutinized, so if <br />you don't follow the rules, he doesn't want to stand behind the business and allow it to continue. <br /> <br />City Council Work Session / May 20, 2008 <br />Page 5 of8 <br />
