his lot and puts 8 items out there so all the adjacent neighbors have to look at that. He asked if
this is what the Council thought was appropriate.

Councilmember Elvig stated that 2/3 of Ramsey is like this already and has physical space on
their lots. He stated that he did not want to dispute the junk issue and agrees that can be
tightened up.

Councilmember Look asked about the possibility of screening the items from other properties.

Councilmember Dehen stated that, if the City wants to be a draw for people and industry, it
needs to get ahead of the game and be proactive, not reactive. He stated that anything that can be
done to make the City look better should be done. He stated that he doesn't understand the
recalcitrance in making the City look better in either rural or urban areas.

Councilmember Elvig stated that he would like to dispute the use of the word recalcitrance,
because he doesn't dispute cleaning up the City or the junk vehicles. He stated that there are
$40,000 boats parked on property in his neighborhood, which is not junk. He stated that he
doesn't care if the boat is parked on a hard surface or not. He stated that this is why some people
moved to Ramsey because they had nowhere in the City to store their items.

Mayor Gamec stated that he thinks the problem is really with the smaller lots, which is why he
suggested 3 items for parcels 1 acre or less.

Councilmember Look stated that he has also gotten complaints about items on larger lots. He
asked the Council to imagine the larger lots in North Fork that had vehicles parked in back of
their lots along the golf course.

,
Mayor Gamec stated that North Fork has a homeowners association that takes care of that issue.

Councilmember Look stated that he likes the idea of having the surface attached to the driveway.

Councilmember Jeffrey stated that he didn't think he could support that for a larger lot.

Councilmember Look stated that this requirement would eliminate the vehicle being alone "on
an island" in someone' s backyard.

Community Development Director Miller asked if Councilmember Look was suggesting that
there be no parking pads, in and ofthemselves,.allowed unless they are connected to a driveway.

Councilmember Look stated that he felt this would help with the "I hate my neighbor, so you are
going to look at my van for the rest of your life" kinds of situations.

Mayor Gamec stated that then for rural areas if someone wanted to park their bobcat or boat way
back into the trees on their property, they would need to put in an asphalt driveway that will cost
a lot and not look good.

City Council Work Session / June 3, 2008
