<br />Councilmember Elvig stated that he thinks there is a distinction being made now between motor <br />vehicles and other items. <br /> <br />Assistant Community Development Director Frolik suggested that the Council could create a <br />different setback requirement for vehicles. <br /> <br />Councilmember Olson stated that she agrees it is a good idea to clean up the City and put on a <br />nice face for people, but she represents the people that already live here and she doesn't think it <br />is a good idea to create an ordinance, where you have a lot of people in violation right out of the <br />chute. <br /> <br />Mayor Gamec reiterated that he thinks that junk vehicles are the problem. <br /> <br />Police Chief Way stated that the City deals with junk vehicles now, even if they are parked on an <br />improved surface. <br /> <br />Councilmember Jeffrey asked if the blue van being repeatedly discussed was a junk vehicle. <br /> <br />Police Chief Way stated that it runs, is licensed and is on an improved surface. <br /> <br />Councilmember Dehen stated that it is easy to put in a new car battery so a vehicle will start, but <br />then just let it sit for another 3 years. <br /> <br />Mayor Gamec asked how many vehicles the City had in this situation. <br /> <br />Councilmember Dehen stated that it was probably around 50. <br /> <br />Councilmember Jeffrey noted that in the information presented by Police Chief Way, it is clear <br />that the City has cleared a lot of them. <br /> <br />Police Chief Way stated that the key is that the vehicles need to show proof of liability insurance <br />and have tabs. <br /> <br />Councilmember Elvig reiterated that he agrees with the concept of cleaning these things up, and <br />while it may be time for a change, he doesn't think the Council can throw 30-40% of people in <br />the community into non-compliance. He stated that if this is about junk vehicles, the Police <br />Department is stating that they have a good idea of what is junk and it seems to be getting <br />cleared up. <br /> <br />Councilmember Olson stated that the City already has the abatement ordinance which seems to <br />be covering a lot of what has been discussed tonight. <br /> <br />City Administrator Ulrich noted that the City also has the authority to be more proactive with our <br />current ordinance rather that just relying on complaints. He stated that if the City just relies on <br />complaints, you can get into situations where neighbors are reluctant to turn in their neighbors, <br />so there isn't compliance anywhere. <br /> <br />City Council Work Session I June 3, 2008 <br />Page 8 of 16 <br />
