<br />Site Plan Review: Anderson Dahlen Expansion <br />May 30, 2008, revised June 20, 2008 <br />Page 30f 4 <br /> <br />. An additional thirty-eight (38) trees would be necessary to satisfy the requirements <br />of City Code. <br />. Plantings should be shifted away from the eastern property line due to the overhead <br />transmission line (to avoid a potential future conflict between vegetation and <br />utility line). These could be relocated to the southern property line to fill in some <br />of the gaps between the proposed Black Hills Spruces while also providing some <br />future screening for the proposed outside storage area~ or sprinkled into open <br />areas within the existing landscaping. <br />. Either include planting details for review or install plantings in accordance with the <br />City's Standard Detail Park-2 (Tree Planting), excluding the photodegradable tube <br />requirement. <br />. Hardwood shredded mulch should be placed over the area of the root ball but not <br />piled against the trunk of tree. <br /> <br />There are several constraints that exist on the site, including available planting space (much <br />of the existing green space consists of the original landscaping, which consists of fifty-two <br />(52) trees and seventy (70) shrubs) and the overhead transmission line that parallels the <br />eastern property line, which may make it difficult to satisfy the minimum number of required <br />plantings. Due to these constraints, Staff believes that the proposed quantities, including <br />those being relocated on site, are appropriate (if above comments are adhered to). <br /> <br />There are a couple of trees that were installed as part of the original site improvements that <br />do not appear to be doing well (one along the west boundary that has a very.thin canopy and <br />is leaning and one of the trees slated to be relocated, it's central leader has died). Staff is <br />recommending that these be replaced with new trees in exchange for allowing a lesser <br />quantity of new plantings. <br /> <br />Tree Preservation: In the southern portion ofthe lot there are some scrub Siberian Elms, the <br />largest of which is no more than six (6) inches in diameter. This is an invasive species that <br />does not warrant protection. The only other trees on the site are those that were installed as <br />part of the original improvements and thus, no tree preservation plan is necessary. <br /> <br />Drainage and Grading: A grading, drainage, erosion control, and utility plan has been <br />prepared for this expansion by Hakanson Anderson dated February 22, 2008 and revised <br />June 12, 2008. The following items must be revised with the building permit submittal: <br />. Include all information relative to the ponding area; including easements, normal, <br />and high water levels. <br />. Drainage must be contained on site and not negatively impact surrounding <br />properties. It appears as if water exits the site to the southeast and collects in a low <br />area on the neighboring parcel. Please revise the grades to direct towards the pond <br />along the west property line. <br />. Please expand the hatched restoration area along the pond to include the area <br />proposed to be impacted by the installation of storm sewer. <br />. Include the appropriate detail for the trash guard at the inlet to the pond. <br /> <br />-172- <br />
