ChairpersOn ~awden reconvened the meeting at 9:12 p.m. <br /> <br />Motion by t2ommissioner Deemer and seconded, for discussion, by Commissioner Hendriksen to <br />amend #21! t~ r~td "That the proposed use will be designed, operated and maintained so as to be <br />harmonious hnd~appropriate in appearance with the existing character of the general vicinity and <br />such use wil~ nol~change the essential character of the area. <br /> <br />Further disotission: Commissioner Hendriksen stated that the Commission dealt with very similar <br />issues re# .atd~ ng an aluminum processing plant and visual rubble was debated extensively. He felt <br />that Bury alad~ Cal'lson's rubble should have to be screened. <br /> <br />Motion ca~r~-xt~. !Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, <br />Terry and Tllorud. Voting No: Commissioner Hendriksen. <br /> <br />Motion by C0mt!aissioner Hendriksen that #22 should be amended to read "That the proposed use <br />will not b6 it substantial improvement to the property in the immediate vicinity and to the <br />community~ a ~vhole". <br /> <br />Motion died for lack of a second. <br /> <br />Motion by Cgm~issioner Deemer and seconded by Commissioner Holland to amend #22 to read <br />"That the p~tpo .sed use will be a substantial improvement to the property in the immediate vicinity <br />and to the cofiamUnity as a whole". <br /> <br />Motion carri'~l, iVoting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, <br />Terry and ThOrud. Voting No: Commissioner Hendriksen. <br /> <br />Motion by C_)pmmissioner Terry and seconded by Commissioner Holland to amend #23 to read <br />"That the pr0~os~:l use will be served adequately by essential public facilities and services, such as <br />highways str~ets* police and fire protection, and drainage structures, or the persons or agencies <br />responsible t:6r the establishment of the proposed use shall be able to adequately provide any such <br />service". <br /> <br />Further discUssiOn: Commissioner Hendriksen commented on past requirements of road <br />improveme~t~. Zoning Administrator Frolik stated that the conditional use permit will not be <br />issued until 1 ~43rd Avenue N.W. and Jaspar Street N.W. are paved to 9-ton standard. <br /> <br />Motion carrel. Noting Yes: Chairperson Bawden, Commissioners Terry, Holland, Deemer, <br />LaDue and T§orud. Voting No: Commissioner Hendriksen. <br /> <br />Motion by COmmissioner Deemer and seconded by Commissioner Terry to amend #24 to read <br />That the pro~osegl use will not create excessive reqmrements at pubhc cost for pubhc famlmes and <br />services and l~ wil.1 not be detrimental to the economic welfare of the community". <br /> <br />Motion carriexl. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />LaDue and Thorud.
