<br />Case #6: <br /> <br />Report from Personnel Committee: Consider a Staffing Plan for the <br />Community Development and Police Departments <br /> <br />Human Resources Manager Reed Kone stated that Associate Planner Geisler resigned in March <br />2008 and her duties were distributed among other staff members. She stated that Community <br />Development Director Miller completed the recently adopted evaluation criteria for hiring and is <br />recommending that this position be filled. She stated that staff has also looked at the possibility <br />of filling this position internally by the current Management Intern. She stated that for the Patrol <br />Officer position, Police Chief Way also completed the new evaluation criteria and is <br />recommending the position be filled. She stated that for this position, they also looked at the <br />possibility of an internal promotion by moving a CSO into this position. She stated that there is <br />a CSO who is eligible to be licensed. She stated that they also looked at keeping the CSO <br />position open, however, they are responsible for code enforcement, but staff has discussed the <br />possibility of the building inspectors taking over these duties. She stated that if both of these <br />positions were filled internally and a new Management Intern was not hired until September 1, <br />2008, there would be a cost savings of $65,997 in 2008 and $68,692 in 2009. <br /> <br />City Administrator Ulrich stated that he has reviewed this information and agrees with the <br />recommendations by staff because it accomplishes the necessary duties and also eliminates 1.25 <br />FTE, which cuts costs. He stated that with the recent downturn in activity, the building <br />department staff could be utilized to deal with code enforcement. <br /> <br />Mayor Gamec asked if these changes would leave the City covered for Happy Days. <br /> <br />City Administrator Ulrich stated that the intent is that Management Intern Gladhill will retain his <br />Happy Days duties through this year's festival. <br /> <br />Mayor Gamec stated that he felt having CSO's in uniform made a difference in perception when <br />they were working on code enforcement. <br /> <br />City Administrator Ulrich.noted that this is a valid point and suggested that the City could invest <br />in badges or shirts for the building department staff to wear when working on code enforcement <br />Issues. <br /> <br />Police Chief Way stated that letters regarding code enforcement will still be sent out on Police <br />Department letterhead. <br /> <br />Councilmember Jeffrey stated that the Personnel Committee had a great discussion on these <br />staffing changes and feels that, in light of the current economic situation, staff came up with a <br />very creative approach that gives a substantial savings to the City. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to adopt Resolution <br />#08-06-102 adopting the Staffing Plan for the Community Development and Police Departments, <br />as presented. <br /> <br />City Council / June 10,2008 <br />Page 10 of 12 <br />
