Amended Motion by Councilmember Look, seconded by Councilmember Dehen, to table
adoption of the resolution g ranting Final Plat approval to Ebony Woods, until the Special
Meeting on June 17, 2008, to allow time for the City to look at architectural renderings.

Further Discussion: Community Development Director Miller asked for clarification that the
Council was looking for 3 to 5 color variations and the use of different materials.
Councilmember Dehen stated that he would also like to see staggered setbacks. Community
Development Director Miller stated that they are trying to preserve the existing rear yard buffer
for the existing homes. Councilmember Elvig stated that it would only be 3 to 6 feet, so he
doesn't think the staggered setback will be a problem. Councilmember Strommen stated that she
would. also like to know if they are planning the same footprint for all 3 homes. Councilmember
Olson stated that a variation in the roof line would really help.

Amended Motion carried. V oting Yes: Mayor Gamec, Councilmembers Look, Dehen, Elvig,
Jeffrey, Olson and Strommen. Voting No: None.

Case #3:

Award Bids for 2008 Pavement Maintenance Program

City Engineer Jankowski stated that at the time the staff report was prepared, the bids had not
been opened. He stated that he had distributed the bid information to the Council prior to the
meeting and noted that because of the price of oil, the bids are about 13% higher than originally
estimated. He stated that because of this, the alternate bid that the Council had asked for on the
possible Andrie Street overlay project, cannot happen this. year because there are not sufficient
funds left. He stated that the Andrie Street project will happen next year as an overlay or
possibly in an expanded form as a reconstruction project.

Councilmember Dehen asked at what point the City would consider concrete roads because
asphalt has become so expensive.

City Engineer Jankowski stated that it may be getting close to the point where that could be
considered, however he would have to take a closer look. He stated with the price of oil
continuing to rise, it may be something the City should look at.

Councilmember Dehen asked what the price difference is between asphalt and concrete.

City Engineer Jankowski stated that it is getting closer and concrete has a minimum life of 30
years with less ongoing maintenance costs than asphalt has.

Mayor Gamec suggested that the Public Works Committee take a look at concrete versus asphalt.

Motion by Councilmember Jeffrey, seconded by Councilmember Strommen, to adopt Resolution
#08-06-099 awarding Division A to Allied Blacktop in the amount of $419,367.05 and adopt
Resolution #08-06-101 awarding Division B to Hard Drives, Inc. in the amount of $288,793.85
for the 2008 Pavement Maintenance Program.

City Council / June 10,2008
