<br />CASE # ~ <br /> <br />Public Hearing <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT: <br />CASE OF CITY OF RAMSEY <br />By: Sylvia Fr'olik, Asst. Community Development Director <br /> <br />Background: <br /> <br />The City has recently approved a site plan for Ramsey-Arbor Properties for the development of a <br />multi-tenant building at the corner of Armstrong Blvd. N.W. and Riverdale DriveN.W. in <br />Alpaca Estates. Ithas been brought to the City's attention that extensiqn of sanitary sewer and <br />municipal water to this site will require a minor comprehensive plan amendment. The property is <br />in the Metropolitan Urban Service Area but the Development Staging Plan in the 2001 <br />Comprehensive Plan indicates that this particular area is scheduled for services between 2010 <br />and 2015. <br /> <br />In addition, the Norfolk Office building was also constructed in this area in 2004 and serviced <br />with sanitary sewer and municipal water. That building, is now occupied by Milestone Radio <br />(Ki06 BO'B FM). ' <br /> <br />The City has been advised by the Metropolitan Council that the City should process a minor <br />Comprehensive Plan .An1.endment to vary from the Staging Plan for these 2 sites. It is anticipated <br />that no further development will occur in this area prior to the staging plan being updated in the <br />2008 Comprehensive Plan. <br /> <br />The following: items are enclosed for your information: <br /> <br />a) Site location map <br />b) Proposed resolution approving the request and authorizing submittal' to the <br />Metropolitan Council <br /> <br />. Observations: <br /> <br />The City Council has adopted an interim policy for addressing requests for Comprehensive Plan <br />Amendments prior to the Comprehensive Plan Update being completed. The interim policy <br />considers the following factors: <br /> <br />1. The proposed land use considers traffic levels and patterns. <br />a. Traffic impacts of the proposal should be assessed for adjacent street$ and affected <br />collector streets. Impacts resulting in a safety hazard, increase. in fire or police <br />response time, or substantial increase in traffic congestion should be mitigated. <br />b. Potentialfuture travel corridors should be identified and preserved wherefeasible. <br /> <br />The traffic impacts associated with the development of the 2 sites have not been formally <br />assessed. However, Riverdale Drive N.W., Armstrong Blvd. N.W., and T.H. #10 have' all been <br />designed to carry cOrrnl1ercial traffic. The impact to traffic is determined to be minimal as the <br /> <br />51 <br />
