When Outlot B develops, the easternmost access should be eliminated <br />and replaced with an access, tha,t aligns with Xenolith Street N.W. on the south side of 161 st <br />Avenue N.W., or tie's into Xenolith Street N.W. if it is extended north of 161 st Avenue in the <br />future. The development agreement for the plat will document this plan. <br /> <br />Grading and Drainage: The Grading and Drainage Plan will be reviewed as part of the Site <br />PlaIi process. <br /> <br />Easements: Standard easements are proposed along the inside perimeter of Lot 1, Block 1, <br />as well as easements for drainage and stormwater piping. ' <br /> <br />Right-of-Way Dedication: Per Staffs request at the time of sketch plan review, an <br />additional 30 feet of right-of-way is being dedicated for Variolite Street N.W. 'It was also <br />noted at the sketch plan review stage, that 161 st Avenue N.W. currently exists as a road <br />ea~ement. The right-of-way for 161st Avenue is proposed to be platted and dedicated with <br />this subdivision. <br /> <br />Utilities: City sewer and water are available at the southeast comer of the site. The site plan <br />shows the proposed connections. Comments on the sewer and water plans' will be addressed <br />in the Site Plan review letter. <br /> <br />Sewer and Water Trunk Charges: The 2008 commercial sewer and water trunk fees are <br />$3,630.00 per acre and $7,914.00 per acre respectively, totaling $11,544.00 per acre. The <br />total amount of sewer and water trunk fees due on Lot 1, Block 1 will be $51,948.00 (4.5 <br />acres x $11,544 per acre). Fees for the development of Outlot B will be assessed when it is, <br />replatted and developed. <br /> <br />Stormwater Management: The 2008 commercial stormwater management fees are <br />$4,238.00 per acre; which equates to $19,071.00 for Lot 1 (4.5 acres x $4,238 per acre). <br />, Development fees for Outlot B will be assessed when it is replatted and developed. <br /> <br />Trail Development Fees and Trail Construction: The 2008 trail development fee for <br />commercial projects is $1,090.00 per acre, totaling $4,905.00 for Lot 1 (4.5 acres x $1,090 <br />, per acre).. ' Trail development fees for Outlot B will be asse~sed when it is replatted and <br />developed. Also,' a trail will be required to be constructed parallel to 161 st Avenue. The trail . <br />must connect Variolite Street to Central Park. Per a discussion at the May 6, 2008 City <br />Council work session, it is Staff sunderstanding that the Site Plan will include the <br />construction of a bituminous trail parallel to 161 st Avenue within the boundaries of Lot 1. A <br />trail constructed of natural material (i.e., mu1ch) will be constructed from the west boundary <br />of Lot 1 to the common boundary with Central Park. City Staff supports this trail <br />construction with 'natural' materials as it can be installed with l~ss impact on the trees. Also, <br />the future use arid design of Outlots A and B is not known at this time and any permanent <br />trail in these Outlots may be premature. <br /> <br />-242- <br />
