upon successful completion of background investigations of driving records and criminal <br />histories, reference checks, and physical examinations. <br /> <br />Motion by Mayor Garnet, seconded by Council_member Anderson, to recommend that City <br />Council authorize staff to offer a full-time Public Works Maintenance Worker position to Jori <br />Pearson and to Chad Christian effective April 12, 2000, and name Levi Dargis as an alternate in <br />the event one of the candidates declines the offer, contingent upon successful completion of <br />background investigations of driving records and criminal histories, reference-checks, and <br />physical examinations. <br /> <br />Motion carried. Voting No: None. <br />Absent: None. <br /> <br />Case//2: Consider Establishing the Temporary Position of Public Works Lead Person <br /> <br />Human Resources Manager Heryla explained that each year a number of seasonal employees are <br />employed to deal with increased services required by spring and summer seasons. These <br />activities include park and trail maintenance for all residents, along with athletic field <br />maintenance for RYAA and other groups. Because of the location and number of areas to <br />maintain, seasonal employees are utilized throughout the City, many times spreading the group <br />out in different locations. Due to the variety of locations and activities, adequate supervision and <br />direction can be difficult to maintain. Public Works staff is recommending establishing a trial <br />position of "Public Works Lead Person." The primary objective of this position will be the <br />normal responsibilities of a Public Works Maintenance Worker plus another layer of <br />responsibility centered around the needs of the inexperienced seasonal workers and to assist the <br />Parks/Utilities Supervisor Boos in that effort. Human Resources Manager Heryla reviewed the <br />knowledge and experience expected of the Lead Person and noted this position will not decrease <br />the responsibilities of the supervisor, and Parks/Utilities Supervisor Boos will still be expected to <br />supervisor ali activities. However, the Lead Person will be able to assist with problem solving to <br />best utilize seasonal labor. <br /> <br />Councilmember Anderson stated her concern is that there is a vacancy in another department so <br />an employee is being asked to pick up that extra work which resulted because someone is <br />missing. In this case, there is additional work due to the need of additional supervision but it still <br />results in the need for additional work for a temporary period. Councilmember Anderson stated <br />she is having a difficult time in considering this since the other employee requested additional <br />pay for picking up the additional work activities. <br /> <br />Parks/Utilities Supervisor Boos stated that in addition to the seasonal complement of eleven <br />employees, there is additional activity within the Public Works Department so they need to get <br />the most out of these seasonal employees plus address employee development in the Public <br />Works Department. He noted that six Public Works employees have left employment with the <br />City over the last five to six years.
