The pay scale would return to the ordinary Public Works employee pay rate after <br />the seasonal work is completed. <br /> <br />Mayor Gamec stated he understands this need and asked if this has been reviewed with Director <br />of Public Works Kapler. <br /> <br />Ms. Heryla stated that Mr. Kapler has been apprised ofth/s request and is aware of it. <br /> <br />Councilmember Hendriksen arrived at 6:14 p.m. <br /> <br />Upon inquiry, Parks/Utilities Supervisor Boos advised of the work activities in the various parks <br />during the winter and summer season. <br /> <br />Councilmember Anderson asked if there has been any consultation with the union on this <br />position. <br /> <br />Mr. Boos stated staff could not identify an obstacle related to the union. Staff has been <br />discussing this with Director of Public Works/Fire Chief Kapler and looked at all aspects in <br />detail before the first of the year and in January discussed the creation of this position and <br />determined how it would be of benefit to the organization. He advised there was no concern <br />expressed by any of the current maintenance workers about the creation of this position. <br /> <br />Councilmember Connolly asked if the City is reimbursed by organizations that use the City's <br />athletic fields. <br /> <br />Mr. Boos explained that the field use is not charged back to the youth organizations. <br /> <br />Councilmember Connolly asked when this will be reviewed, noting other cities do charge those <br />costs back to the organization. <br /> <br />Parks/Utilities Supervisor Boos stated the City of Anoka has had some charges but he is not <br />aware of the details of their program. He stated that aspect can be reviewed at any time. He <br />stated staff would like to post this position internally to current Public Works employees. He <br />explained that in September of 2000, the Lead Person would return to their existing rate of pay. <br />He stated this temporary period would be considered probationary so if it is found to be <br />ineffective, the City could make changes as necessary. Mr. Boos reviewed the increasing work <br />tasks involved with the water and sewer utilities. <br /> <br />Mayor Gamec stated he has questions about this request and knows there has been a problem <br />with getting enough help. He requested this item be tabled to the next meeting to allow more <br />time for questions and answers and a consultation with Director of Public Works Kapler. Mayor <br />Gamec noted there were problems with hydrant flushing and he is concerned about the ability to <br />be able to easily contact a staff member.
