Councilmember Connolly stated she would like to see employees assigned to a specific park.
She asked if there will be additional training since this position involves working with minor
children.

Human Resources Manager Heryla stated the City will assure the backgound checks are current.

Parks/Utilities Supervisor Boos stated the age of seasonal workers is usually 16 to 18 so they
have a driver's license or they are college-aged students. He reported that the Public Works
Department assigned employees to specific parks last year so all seasonal workers were assigned
a primary area. He explained that process gained effectiveness and accountability so they will
replicate that again. The primary purpose was to get the workers to think about the work they
were doing. As it relates to on-call personnel, Mr. Boos explained that an informal process has
been developed in Public Works in consultation with maintenance workers. With after-hour
emergencies, Central Communications has an up-to-date list of telephone numbers and knows
whom to contact.

Mayor Gamec suggested that the list be made available to Councilmembers.

Councilmember Anderson asked if this position is in the budget.

Parks/Utilities Supervisor Boos stated there are adequate funds in the budget due to attrition.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City
Council establish the temporary position of Public Works Lead Person at a Wage increase of
$1.96 per hour effective through September 2000.

Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None.
Absent: None.

Case #3:

Receive Information about Resignation of Full-Time Secretary and
Authorize Contracting with a Temporary Agency for a Secretary

Human Resources Manager Heryla stated that on April 7, 2000, Joarme Kusler submitted her
resignation effective April 21, 2000. This has resulted in a vacancy for a full time secretary.
Staff is seeking authorization to contract with a temporary agency for a secretary in order to take
the time necessary to review this position.

Mayor Gamec asked how long it will take to review applications.

City Manager Norman estimated one to two months because staff would like to use this
opportunity to review the needs of the engineering department and records retention. He
suggested this would be an opportunity to take some extra time to address all the issues which
can be done if a temporary person is used until those decisions are made.

Personnel Committee/April 11, 2000

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

I
I
I
