<br />CONSIDER A RESOLUTION AMENDING THE PERSONNEL POLICY <br /> <br />By: Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br />In April 2006, the City Council adopted a revised personnel policy. Staff is requesting <br />the City Council consider amending the City's Code of Conduct, which is contained in <br />the personnel policy, by adding language referencing off duty conduct. <br /> <br />During the past year, it has been necessary to evaluate certain off-duty conduct and the <br />impact of that conduct to the workplace and to the City as the employer. The benefit of <br />formalizing an off-duty policy is that with awareness and education employees may be <br />able to avoid circumstances and situations that could cause undue harm to the workplace <br />or to the City as the employer. <br /> <br />Staff is proposing that he following language be considered for adoption by the City <br />Council: <br /> <br />Off-duty Conduct <br /> <br />The City's effectiveness depends upon the respect and confidence of <br />residents, business owners and employees. Inappropriate off-duty conduct is <br />conduct which detracts from community or employee respect and confidence. <br />It is the City's policy to investigate circumstances suggesting that a City <br />employee has engaged in inappropriate off-duty conduct that reflects <br />unfavorably on the City. If inappropriate off-duty conduct is determined to <br />have occurred, discipline may be imposed, up to and including termination. <br /> <br />Examples of inappropriate off-duty conduct include, but are not limited to <br />the following: <br />. Moving violations <br />. Theft <br /> <br />. Violence <br /> <br />. Use of City position to manipulate or control <br /> <br />e-\3 <br /> <br />-109- <br />
