<br />Public Comments from the September 17, 2008 Open House for CSAH 83 <br /> <br />The proposed raised median on TH 10 at 149th Lane will prohibit southbound left <br />turns onto Armstrong. Rerouting this traffic to 150th Lane is inconvenient and <br />unsafe. As traffic volumes grow on their highways, Anoka County utilizes access <br />management to maintain safe, efficient traffic flow while providing reasonable access to <br />properties. With Bunker Lake Boulevard less than 1/4 mile away, closure of tho TH 10 <br />median opening at 149th Lane is consistent with the County's access spacing guidelines. <br />Rerouting left tlU11S to the intersection at 150th Lane is consistent with the County's goal <br />of providing reasonable access and their plans to maintain the fire station entrance/150th <br />Lane as a full-access intersection. <br /> <br />Regarding the safety of 150th Lane, Anoka County traffic collision data over the last <br />three years studied indicates that no reported accidents occUlTed at the 150th Lane <br />intersection while one accident was reported at the intersection at 149th Lane. <br />Northbolmd site distance at 150th Lane extends through the Alpine Drive intersection and <br />its profile provides a relatively-flat landing as it approaches Armstrong Boulevard. <br /> <br />What type of access will be provided to the south leg of Armstrong Boulevard <br />during construction? <br />During the longest stages of the project (Stages 2 and 3), full access will be available to <br />the south leg of AnnstTOng Boulevard. During the first stage ofthe project, the <br />recol1stmction and relocation of the TH 10/CSAH 83 intersection will require that the TEl <br />10 median be closed for approximately 2-3 weeks. During this time, the south leg of the <br />intersection will have right-inlright-out access and no left turns to or fi.-om this southerly <br />leg will be possible. For northbound Armstrong traffic heading west, a right-turn onto TH <br />10 and a subsequent U-turn at the next median opening will be necessary. For westbound <br />TH 10 traffic heading south, a U-turn at the median opening west of Atmstrong and a <br />subsequent right-turn onto Armstrong will be necessary. <br /> <br />Currently, when a train crosses Armstrong Boulevard, the traffic signal at TH 10 <br />stops Armstrong traffic and allows TH 10 traffic to keep moving parallel to the <br />train. After the train passes, why does southbound Armstrong traffic that has <br />stacked-up have to wait even longer, while the TH 10 traffic gets a green light? <br />MnDOT clUTently has this signal phased so that, after the railroad preemption has <br />concluded, the vehicles in the TH 10 right- and left-turn lanes that had not been allowed <br />to turn north onto Armstrong get precedent over southbound Armstrong traffic. In <br />response to this question, MnDOT reported that they will investigate this situation after <br />the new signal has been installed and the project has been completed. <br /> <br />You need to allow (northbound to westbound) left turns onto TH 10 while a train is <br />stopping traffic on TH 10 and Armstrong. During the signal's normal operation, <br />Armstrong traffic acclUnulates on the intersection's north and south legs while the larger <br />traffic volume on TH 10 is proceeds east and west. Ifno trains are crossing, accumulated <br />north-south traffic is then released while TH 10 traffic is stopped.
