<br />Chairperson Nixt called the public hearing to order at 8:27 p.m. <br /> <br />Presentation <br /> <br />Associate Planner Gladhill explained this is a housekeeping item in relation to the performance <br />standards in the employment districts and stated it recently came to staff s attention that the E-1 <br />Employment District regulations still contain a couple of references to "surfaced to control dust" <br />for outdoor storage areas even though the requirement for bituminous and concrete was adopted <br />in 1993. He added both the E-1 and E-2 Employment District regulations do not specify the <br />requirement for curbing around the perimeter of all paved surfaces and staff is proposing an <br />ordinance amendment to bring consistency and clarification to the performance standards in the <br />employment districts. <br /> <br />Chairperson Nixt noted a typographical error in Subd. 4 of the ordinance that states "burbing" <br />which should be "curbing." <br /> <br />Associate Planner Gladhill stated that the provision regarding dust control is being removed <br />because the City does not allow it by practice or Code at this time and the intent of the revised <br />ordinance is to clarify the requirement for bituminous or concrete and finished with continuous <br />concrete curbing. <br /> <br />Commissioner Van Scoy asked if'it would be acceptable if someone proposed a permeable <br />surface. <br /> <br />Associate Planner Gladhill replied that would be up to the City Engineer and is more of a policy <br />question. He stated that this is a housekeeping item. Staff is working on an amendment that <br />would allow permeable pavement. <br /> <br />Community Development Director Miller stated if a permeable surface is proposed by someone, <br />there needs to be some sort of maintenance agreement in place to vacuum out and maintain the <br />area. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Commissioner Van Scoy, seconded by Commissioner Hunt, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Hunt, Brauer, <br />Cleveland, and Rogers. Voting No: None.
