Kycia <br />6300 -160th Lane NW <br />Ramsey, MN 55303 <br />Dear Mr. Gladhill, <br />I am writing this letter to you and the Ramsey Planning Commission per my phone conversation <br />with you on 10/15/08. I would appreciate it if you would read it and forward it to all commission <br />members who will be directly involved with the upcoming commission's public hearing on <br />11/06/08 at 7:00 p.m.. I plan on attending the meeting myself, but want the commission to have all <br />the information possible beforehand to make the best possible and reasonable decision about Ms. <br />Olson's kennel licensing application. <br />The purpose of this letter is to inform the commission of my direct opposition to the granting of Ms. <br />Olson a kennel license. I am her direct next door neighbor and have been for many years. I have <br />always seemed to have a good relationship with her. During the last 18 to 24 months there have. <br />been several issues that have come up which Ms. Olson has repeatedly admitted to me, but is <br />unwilling to take responsibility for them, or make the changes necessary to rectify the issues. For <br />these reasons I do not feel she is a responsible pet owner to her neighbors or the pets themselves. <br />The kennel license will do little if anything to change things. <br />I have never been the kind of neighbor who complained if her dogs (or multiple litters of puppies) <br />were in my yard, or even having to clean up their messes. To me....it seemed to be part of semi - <br />rural living that we enjoy living in Ramsey. But in the last 18 -24 months things have gone far <br />beyond a mere inconvenience to totally annoying, dangerous, and illegal. <br />The annoyances have ranged from her dogs pooping on my front steps (as well as neighbors), <br />barking incessantly at both my front and rear doors at all hours, and ripping open bags of garbage <br />in my garage and not wanting to leave. I have informed Ms. Olson of these multiple times with her <br />assurances that they would not happen again. The dangerous issues come into play when any of <br />her four plus dogs refuse to leave the front door or garage when trying to shoo them away. In fact, <br />they all growl and snarl at all my family members who've tried. Again, Ms. Olson has been notified <br />of the instances and has given the same assurances. <br />The most dangerous and illegal instances and events though, have come in the form of attacks on <br />my small Lhasa Apso by her Labrador Retriever "Coco", one of which was nearly fatal, I had <br />previously informed her on two occasions that I personally witnessed Coco attack my dog on "my <br />property", and that I had to get Coco off of my dog with her dog growling at me. At that point I <br />informed her that if nothing concrete was going to be done that I was going to call the police and <br />make a formal complaint Again, I was assured that she would handle it. She also admitted to the <br />problem, asked me for another chance, and thanked me for not calling the police.. Finally, on March <br />
