Following the initial OST session, a series of subsequent OST sessions were hosted starting in August of <br />2007 to work on a vision for each section of the Comprehensive Plan. These comments were eventually <br />worked into a Vision and Values statement as part of the final report for Ramsey3's McKnight <br />Foundation grant. This also serves as a basis for a vision for the Comprehensive Plan. The final report <br />to the McKnight Foundation was submitted in mid -2008. <br />Following the completion of the Ramsey3 Final Report, staff began working with Bonestroo on several <br />land use alternatives for consideration at a City Council/Planning Commission Joint Worksession. At the <br />worksession, staff was directed to work with the Metropolitan Council on a more realistic population <br />projection and how to accomplish that number, how to bring the information to the community through a <br />charette process, how to involve the public to a greater level and to develop a new plan based on those <br />items. <br />A community visioning session was held on October 18, 2008 to amend the future land use map. All <br />residents of Ramsey were notified through a special mailing. Participants were able to come to a <br />consensus on a future land use map which was used to determine population projections and serve as the <br />base for drafting the remainder of the plan. <br />Representatives from Bonestroo will present findings from the draft plan. The City will need to <br />authorize a draft plan for adjacent agency review by November 29 2008 in order to meet the state <br />mandated deadline, with the allowable extension period of May 29, 2009 for adjacent agency review. If <br />a draft is not submitted by the deadline, the City will risk losing Metropolitan Council funding and <br />Comprehensive Plan Amendment capabilities. A letter from the Metropolitan Council outlining these <br />requirements is attached for your review. <br />The Planning Commission met on November 6, 2008 to hold a Public Hearing regarding the draft plan. <br />At the Public Hearing, several property owners requested to be included in the Metropolitan Urban <br />Service Area (MUSA) with a Low Density Residential (LDR) land use designation (subject parcels are <br />highlighted on attached map as Requested Additions). Only parcels recommended for change at the <br />October 18 meeting were included in the initial Future Land Use Map draft. <br />The Planning Commission recommended including these requested parcels as LDR. Staff recommends <br />that if these parcels are to be included, an additional two parcels should be included in order to create a <br />contiguous MUSA line and avoid the perception of spot zoning. At minimum, <br />the parcel at 7046 166 <br />Ln NW should be included as LDR to prevent being completely isolated as Rural Developing. Staff has <br />had some contact with the Property Owner, and feels that the Property Owner will be open to the land <br />use change. <br />Staff has sent notice to three property owners affected by the proposed change. The property owner at <br />16514 Jaspar Street NW has responded that they do not wish to change their land use designation <br />changed (parcel is not highlighted on the map). Staff has not received a response from the property <br />owners at 7046 166 Ln NW or 7150 166 Ave NW (parcels are highlighted and noted as No Response <br />on the map). Finally, a request for parcels in the Northfork development to be removed from the MUSA <br />has been submitted after the Public Hearing. <br />The Minnesota Pollution Control Agency (MPCA) has requested a portion of the landfill property be <br />designated as Closed Landfill. A letter outlining the request is included for your review. Staff met with <br />a representative from the MPCA and came to the conclusion that a Public /Quasi - Public land use <br />designation was more appropriate. A zoning change can then follow completion of the Comprehensive <br />Plan as a Closed Landfill Zoning District or Overlay District. <br />—272— <br />
