Councilmember Elvig stated that he is concerned that this may create a larger problem for people
who are already having financial problems. He stated that he understands why the City would
charge interest, but questions the penalty.

Police Chief Way stated that the penalty would be whatever fee or fine there would be for the
violation. He stated that the City has always worked with people to help them get the work done,
for example, granting extensions when necessary. He stated that the City will definitely work
with people, if they are having financial difficulties, to help clean up the property.

Councilmember Dehen stated that he thinks although there may be financial hardships, there are
still consequences for actions.

Councilmember Elvig stated that he thinks there have been instances lately, where people have
lost their lake place and have to bring all their stuff home.

Police Chief Way stated that this would be considered temporary and the City will work with
them.

Community Development Director Miller stated that typically the complaints come after the stuff
has been there for quite a while.

Mayor Gamec asked who is doing the complaining.

Police Chief Way stated that it is usually the neighbor.

Mayor Gamec stated that a few years ago there were many instances where realtors had been the
ones coming in and complaining.

Councilmember Dehen stated that in Anoka there is someone who goes around and checks
properties and gives a report to the police. He stated that Princeton has their officers patrol
sections of the community, as part oftheir job.

Councilmember Jeffrey stated that there may be a new direction on these issues after the new
Council comes in.

Community Development Director Miller stated that she was planning on introducing and
adopting this before year-end.

Councilmember Jeffrey stated that he was just concerned about continuity.

Community Development Director Miller noted that Police Chief Way also included information
in the packet on costs incurred, so far this year, for abatements.

Councilmember Elvig asked if the City was building itself into a box because the City is carrying
$62,811.4 7 in abatement costs. He asked what would stop people from just saying that they
aren't going to worry about it because the City will take care of it.

City Council Work Session / November 10,2008
Page 4 of9
