<br />Police Chief Way stated that is when the City would assess the property. He stated that he had a <br />conversation with Councilmember Look on that issue because he shared that concern also. <br /> <br />Community Development Director Miller stated that the banks or management companies have <br />usually gone in and taken care of the work. <br /> <br />Mayor Gamec stated that you try to recoup your money, but when you think of a house that has <br />been really bad and there is $2,000 on the tax rolls for the abatement process, that would be a <br />lousy deal for the new homeowner. <br /> <br />Councilmember Jeffrey stated that it would be taken care of at the closing. <br /> <br />Councilmember. Dehen stated that if it goes into foreclosure, the bank will have to pay the <br />assessment. He stated that he doesn't think the new homeowner would have to pay for it. <br /> <br />Councilmember Olson stated that it is negotiable and the bank doesn't necessarily have to pay it. <br /> <br />Community Development Director Miller stated that this may be a program that the City could <br />use targeted HRA funds for foreclosed or vacant properties, just specifically to maintain and <br />clean up the properties. <br /> <br />Mayor Gamec stated that he would rather see those funds used for physical blight on houses. <br /> <br />Community Development Director Miller stated that the Council can specify a specific amount <br />of money to be used for this purpose. <br /> <br />Councilmember Elvig asked how the City contracts out the services, for example, for lawn <br />mowmg. <br /> <br />Police Chief Way stated that generally they have a few places in town that the City checks <br />prices, but does not use a bidding process. He stated that there has also been discussion of using <br />the institutional work crew in the future. <br /> <br />2) Administrative Fees <br /> <br />Police Chief Way stated that in September 2007 the City began the abatement and administrative <br />tickets in a greater capacity than what had been done. He distributed information on the number <br />of total citations for 2007 and2008, as well as the fees collected. He stated that he also included <br />information on all the different citations issued for this year. He stated that the proposal in the <br />legislature is that there would be very limited use of administrative fees for traffic violations. He <br />stated that one thing that has come up is the number of court notices. He stated that for this year <br />there have been 315 court notices for criminal cases and 168 traffic notices for DUI and DARs. <br />He stated that there have been 35 court notices for moving violations. He stated that there have <br />been a total of2,636 citations issued.
