Mr. Jankowskl also pointed out that Ramsey is doing quite well in <br />comparison to other cities' recycling programs, it being second <br />highest In terms of the number of pounds per household that are <br />picked up. The City has been receiving funding for landfill <br />abatement activities since 1988. The 1990 SCORE legislation <br />amounted to a considerable increase In dollars to the City. The <br />City Is schedu)ed to receive about $31,000 for 1991 and has been <br />allocated $15,719 for the first half of the year. The second half <br />of the funding will depend somewhat on the cutbacks made on the <br />State level. Finally, Mr. Jankowskl noted the survey of what other <br />cities In the county are doing to fulfill the requirements of the <br />SCORE legislation. <br /> <br />Councllmember Clch recommended that Mr. Jankowski be more creative <br />in finding ways to continue the Recycling Program'ln the City in <br />the event the funding Is reduced. <br /> <br />Councllmember Beyer noted the data on one City In the report is <br />Inaccurate, questioning the accuracy of some of the other data. <br />stating the funding for these programs comes from the cities, it <br />implies It comes from the General Fund. She noted that in <br />Lexington, the SCORE funds are used, not the General Fund. <br /> <br />By <br /> <br />Mr. Jankowskl clarified the indication that the funding comes from <br />the City can mean that it is paid for by SCORE funds. The intent <br />was to show whether the program was paid for by the citizens or by <br />the City. <br /> <br />Mrs. Helllng noted the contract with Ace Solid Waste Management Is <br />3ust under $40,000 a year. The City pays whether there Is a pickup <br />from each home or not. She also reported the Staff will bring the <br />issue back in May to discuss how to proceed in the future. <br /> <br />No further Council action was taken. <br /> <br />CASE <br /> <br />Economic Development Authority <br /> <br />Mrs. Helllng explained that In the past, some Councilmembers have <br />felt an Economic Development Authority would duplicate the <br />functions of the Economic Development Company. That Company has <br />been somewhat inactive, so she believes that conflict does not <br />apply at this time. It Is an Important issue that needs to be <br />reviewed. Staff is recommending that once the City Administrator <br />3oins the City, a subcommittee be established to review this item. <br /> <br />Council discussion was to wait until the new City Administrator is <br />hired, who would be a member of the task force to research this <br />thoroughly. <br /> <br />CITY COUNCIL/APRIL 9, 1991 <br /> Page 8 of 11 <br /> <br /> <br />
