The road will
terminate at the eastern City limits, and the Comprehensive Plan
calls for a thoroughfare to extend eastward through the City of
Anoka to intersect with Thurston Ave~e. He has learned that the
City of Anoka has approved a preliminary plat that does not
anticipate the connection of their section of McKinley Street to
Ramsey's portion.

Mr. Jankowski reported he has discussed this with the Director of
Development for the City of Anoka. There has been little
development In that preliminary plat. The sewer Interceptor line
is in place along that alignment, so there will be no development
over it. Mr. Jankowskl speculated that at some point in the far
future, that portion of McKinley Street will be constructed in
Anoka. One of the things that could be done to provide access for
the developers in Ramsey and in Anoka would be to construct a road
straight north from McKinley along the Ramsey/Anoka border up to
CoRd 116. He suggested the City work together with Anoka to make
that happen, as it would provide good traffic circulation
throughout that Industrial area.

Mr. Jankowski recommended the City proceed with the proposed
McKinley Street project. He will also be working with the
Director of Development In Anoka on other Issues relating to both
cities.

Mrs. Helllng reported TIF funds are earmarked for this project.

The Council expressed a desire to work with the City of Anoka to
develop a good traffic pattern In that vicinity, specifically the
extenlon of McKinley Street east through Anoka and a north/south
street along the border of the two cities between McKinley and
CoRd 116. It may be an attraction to industry to have those roads
already constructed.

No specific Council action was taken.

CITY COUNCIL/APRIL 9, 1991
