Voting Yes: Chairperson Johns, Commissioners Erickson, Backous, Barr,
Hansen, and Shryock. Voting No: None. Absent: Commissioner LaMere.

COMMISSION BUSINESS

Case #1:

Off-Leash Area for Alpine Park

Parks Supervisor Riverblood advised that this project had been requested by the residents for
quite some time. He reported that he had received positive feedback from several residents that
had seen the discussion during the October meeting. He stated that Commissioner Backous
suggested identifying a particular area for smaller dogs, and explained that option had been
worked into the plans for the project. He thought that before adding that small dog area they
should monitor the type of usage and instances that occur between the dogs. He advised that
Staff would like to move forward with the off-leash area as soon as the November 15th City
Council meeting. He explained that frost may occur soon and construction may not occur until
spring of2009. He stated that the cost would be less than $7,000.

Chairperson Johns questioned the layout of the area to the east and whether trees were included
in that area.

Parks Supervisor Riverblood advised that some of the wooded area had been left to the eastern
corner of the off-leash area to provide a wooded atmosphere. He explained that other trees had
been added around the border of the area to provide additional shading.

Commissioner Shryock questioned the height of the fencing.

Parks Supervisor Riverblood advised that the height of the fence would be six feet. He stated
that height is not needed for the dogs and explained that in some areas the lower height of 36 to
42 inch fencing would be installed. He explained that the purpose for the lower fencing in the
wooded areas would be to enable the local deer to enter and exit the area.

Chairperson Johns questioned if the fencing in red was something existing or to be added.

Parks Supervisor Riverblood advised that the gates would be added to allow children and adults
to get balls hit outside of the baseball field.

Park and Recreation CommissionlNovember 13, 2008
Page 2 of 11
