Councilmember Cich stated he had asked the Public Works Supervisor for some futuristic planning <br />documents showing what would take place when the new person comes on board and he hasn't <br />received any such report as yet. He added that he was not in favor of ffling that position. <br /> <br />Mr. Mevissen, Public Works Supervisor, stated he is very understaffed. The Public Works <br />Department is barely keeping up with the patching, sweeping and grading of roads plus the <br />drainage system has not been addressed for several years. Park maintenance had been <br />subcontracted in previous years also. Mr. Mevissen added that he is submitting reports for <br />Council to review once a month in the Agenda. <br /> <br />Councilmember Cich argued that this type of reporting was "after the fact" and he wants futuristic <br />planning. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to approve the <br />recommendations of the Personnel and Budget Committees to fill the position of Public Works <br />Maintenance Worker and direct staff to proceed with advertising for the position. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Hardin and Beyer. Voting No: <br />None. Abstain: Councilmember Cich. Absent: CouncilmemberPeterson. <br /> <br />Ms. McAloney stated there had been some discussion regarding hiring a part-time temporary <br />person for the Engineering Department. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to authorize the City <br />Engineer to utilize part-time help at a cost not to exceed $3,500.00. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and Cich. <br />Voting No: None. Absent: Councilmember Peterson. <br /> <br />Case #2: Proposed Public Facility Naming Policy <br /> <br />Parks/Utilities Coordinator, Mark Boos, stated that as a result of the request to have the south <br />portion of River's Bend Park renamed, it came to light that the City did not have a formal public <br />facility naming policy. The Park and Recreation Commission approved a proposed facility naming <br />policy for the Council's review. Unless, City Council directs otherwise, only facility names <br />different from the subdivision that contains them would be brought to City Council for approval. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Resolution g91-06- <br />138 adopting the Park and Recreation Commission's Public Facility Naming Policy. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer and Cich. <br />Voting No: None. Absent: CouncilmemberPeterson. <br /> <br />Case #3: Adopt Ordinance to Rezone Certain Property to R-3 Urban <br /> Residential; Case of Lord of Life Church and Robert and Janet <br /> Bernstrom <br /> <br />Zoning Administrator, Sylvia Frolik, stated that on May 28, 1991, City Council introduced an <br />ordinance to rezone certain property in Section 25 to R-3 Urban Residential to permit the <br />development of a new church for Lord of Life. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Cich to adopt Ordinance//91- <br />11 to rezoned property in Section 25 from B-1 Business to R-3 Urban Residential. <br /> <br />City Council/June 11, 1991 <br /> Page 5 of 8 <br /> <br /> <br />
