Voting No: None.

Case #4: City-Wide Curbside Recycling Program Options

Mr. Schroeder stated the the recycling system the City currently has appears to be working. He
feels that if changes are made too often, things become too confusing. If things are too confusing,
people become disenchanted and don't want to participate.

Motion by Councilmember Cich and seconded by Councilmember Beyer to direct Staff to negotiate
the extension of the current contract to July 1, 1992 at the current unit price.

Further discussion: The recycling contract will be discussed more thoroughly at the Budget
meetings.

Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and
Peterson. Voting No: None.

Case #5: License Approval for Off-Sale Intoxicating Liquor

Police Chief Auspos stated he has completed the necessary checks and has received the necessary
documents for the renewal of licenses for off-sale intoxicating liquor license for/from Rum River
Liquor Warehouse, Ralph's Hi-10 Liquors and M&L Liquors. It was brought to his attention;
however, that Ralph's Hi-10 Liquors does not have the necessary square footage for operation.
Chief Auspos stated that Mr. Nissen stated he intends to construct a fenced storage area to the rear
of his structure. This additional storage area would bring his facility into compliance with square
footage requirements.

Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the renewal of
off-sale intoxicating liquor licenses for Rum River Liquor Warehouse, M&L Liquors and Ralph's
Hi-10 Liquors contingent upon his constructing a fenced storage area.

Motion carded.
