Case #6: License Approval for On-Sale Intoxicating Liquor <br /> <br />Chief Auspos stated he has completed the necessary checks for the renewal of licenses for on-sale <br />intoxicating liquor license and has received the necessary documents for renewal from Jimmy B's, <br />Super Bowl, McDuff's and JR's Saloon and JR's Outback. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the renewal of <br />on-sale intoxicating liquor licenses for Jimmy B's, Super Bowl, McDuff's and JR's Saloon and <br />JR's Outback contingent upon satisfactory fire inspections within 60 days. <br /> <br />Motion carded. Voting Yes: Councilmembers Cich, Beyer, Hardin and Peterson. Voting No: <br />None. Abstain: Mayor Gilbertson. <br /> <br />Case #8: <br /> <br />Request for Final Plat approval of Sibbel Addition, A minor <br />Subdivision; Case of Werner Sibbel <br /> <br />Ms. Frolik stated that Mr. Sibbel owns 78 acres on the north side of 155th Avenue N.W. The <br />property currently consists of five metes and bounds parcels and Mr. Sibbel is proposing to replat <br />the southern 38 acres into four lots and retain his home on the northern 40 acre parcel. He is <br />proposing to continue to have access to his home on the northern 40 acres parcel from 155th <br />Avenue across what would now be Lot 1 of Sibbel Addition. Mr. Sibbel's son has a home on <br />what would be Lot 2; Lots 1, 3 and 4 would be vacant. Lot 1 would need a variance to the 200 <br />foot street frontage requirement. The Planning and Zoning Commission recommended final plat <br />approval contingent upon the developer providing a 66 foot easement along the western boundary <br />of Lot 2 to provide for a future street access to the property to the north. The Park and Recreation <br />Commission recommended park dedication of $350.00 for each of the newly platted vacant lots for <br />a total of $1,050.00. <br /> <br />Mr. Sibbel and his son were present and questioned the reason for the park dedication fee and also <br />the 66 foot easement along the western boundary of Lot 2. <br /> <br />Park dedication was explained to the~sement was discussed. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt Resolution <br />g91-06-152 granting final plat approval to Sibbel Addition, a minor subdivision consisting of four <br />lots and one outlot consisting of a 66 foot easement on the boundary between Lots 1 and 2. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Peterson, Cich and <br />Hardin. voting No: None. <br /> <br />Case <br /> <br />Consider Adoption of Ordinance Regulating Premises Which are <br />Conducive to High-Risk Sexual Conduct <br /> <br />Chief Auspos stated the purpose of this ordinance is for the health and welfare of this community. <br />It deals with the spreading of sexual communicable diseases, mainly AIDS. <br /> <br />City Attorney Goodrich stated that the ordinance is not talking about a specific business or location <br />in Ramsey and that the ordinance must be content neutral. He stated the question is whether or not <br />the City wants to get involved in helping to prevent the spreading of these communicable diseases <br />or if the City wants to leave that up to other agencies who are better equipped to deal with that. He <br />stated that if the City does get involved, it will be challenged. He added this is a well-drafted <br />ordinance and should be upheld. Mr. Goodrich suggested getting input from the public. <br /> <br />Councilmember Hardin inquired why the standards set forth in Section 5.15.03 did not apply to <br />hotels, motels, apartment complexes, etc. <br /> <br />City Council/June 25, 1991 <br /> Page 7 of 8 <br /> <br /> <br />
