City Engineer Jankowski presented a map showing the proposed revisions which are as follows: <br />a) the through street at Juniper Ridge Drive was replaced with a cul-de-sac; b) an access from <br />153rd Avenue N.W. has been added that connects with Juniper Ridge Drive; c) creates an <br />additional cul-de-sac at the northeast corner of the plat. The through street at Oneida Street was <br />retained. The revised street alignment would increase the number of lots fro~ 20 to 25 for an <br />average density of one unit per 2.4 acres. ~,~ ,-~,.,,~. ;~ '~,~,¢~*'' <br /> <br />Ms. Frolik stated that the Planning and Zoning voted ..... : 5; fo reco~end approval of the <br />preliminary plat with the following contingencies: 1) Vacating the Juniper Ridge Drive stub in <br />Rum Acres; 2) That the developer provide soil borings for each lot in the plat; 3) That the revis~ <br />preliminary plat be reviewed by the P~k and Recreation Commission for possible amendment to <br />p~k dedication; 4) that all lots in the plat should meet the 150' minimum lot width; 5) ~at the <br />proposed final plat shall be reviewed by Planning and Zoning; and 6) That a &Mnage and utility <br />easement be provided for Rum Acres to the west into the proposed plat of Rum River Bluffs in an <br />alignment that would connect with Juniper Ridge Drive. She added that the Park and Recreation <br />Com~ssion will be reviewing this plat at thek September meeting. <br /> <br />Pam Rossing, Ramsey - stated she would like the cul-de-sacs to remain in the plat as she is <br />planning to buy one of the lots. She stated she does not want the amount of traffic brought in by a <br />through street. She added that Mr. Bauer had several cul-de-sacs in his plat of Hunter's Ridge and <br />it was approved. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the request for <br />a revised preliminary plat of River Bluffs P.U.D. along with the recommendations of the Planning <br />and Zoning Commission, the Park and Recreation Commission and the Department of Natural <br />Resources. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer and Hardin. <br />Voting No: None. Absent: CouncilmemberPeterson. <br /> <br />Case #2: Request for Revised Preliminary Plat Approval of Hunter's Ridge <br /> Planned Unit Development (P.U.D.); Case of Gerald Bauer <br /> <br />Ms. Frolik reported that on June 11, 1991, City Council granted final plat approval to Hunter's <br />Ridge P.U.D. Since the final plat approval, the developer has staked the roads and found that a <br />revision to the street alignments would be necessary to avoid areas with heavy tree growth and <br />drastic changes in topography. There was also a through street connection with Baugh Street <br />N.W. planned for in the northwest corner of the plat. However, the developer has been <br />unsuccessful in acquiring the necessary right-of-way for that through street connection from the <br />property owner. <br /> <br />Mr. Jankowski presented the revisions and summarized them as follows: a) Tiger Street N.W. <br />would be realigned 10 feet to the east to avoid heavy tree growth; b) the wolverine Street N.W. <br />cul-de-sac would be realigned very slightly to the west to avoid heavy tree growth; c) 167th <br />Avenue N.W. would be realigned approximately 70 feet to the north to avoid drastic topography <br />changes; d) creation of two short cul-de-sacs, one interior to Block 2 and the other in the area of <br />Lots 7 and 8 of Block 4, that would accommodate walk-out style homes that are best suited to the <br />varying topos in those two areas; 3) the connection with Baugh Street N.W. will be a <br />northwesterly extension of Andrie Street N.W. rather than a westerly extension of 168th. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to approve the revised <br />preliminary plat and direct the developer to proceed to submit the necessary documents to request a <br />revised final plat approval of Hunter's Ridge P.U.D. <br /> <br />City Council/August 13, 1.991 <br /> Page 5 of 9 <br /> <br /> <br />
