Case #5: <br /> <br />Award Engineering Contract for Services Relating to Windemere <br />Woods, Cedar Hills, Chestnut Hills, Chestnut Ponds, Fleischer's <br />2nd and Wood Pond Hills Additions (Wood Pond Projects) <br /> <br />City Administrator Schroeder explained that some of the engineering for this project has to be <br />contracted out to a consulting engineer firm. The firms the City interviewed were Hakanson <br />Anderson Associates, Inc. in Anoka, Maier Stewart & Associates, Inc. in St. Paul and McCombs <br />Frank Roos & Associates, Inc. in Plymouth. It appears that Hakanson Anderson Associates had <br />the lowest bid. He explained that although the time line for this project is tight, this decision could <br />be tabled until the Councilmembers have a chance to review this information further. He added <br />that a question had been raised regarding whether or not the fees paid to Hakanson Anderson, to <br />date, were expensive; however, judging by the bids, it appears that Hakanson Anderson has been <br />reasonable. <br /> <br />Mr. Jankowski stated the City's engineering staff could provide some inspection assistance and <br />maybe some assistance with regard to the street improvements. <br /> <br />The City Council meeting recessed at 8:20 p.m. <br /> <br />Mayor Gilbertson called the City Council meeting back to order at 8:28 p.m. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to table this case until <br />the next meeting to allow for additional time to review the information presented. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin and Cich. <br />Voting No: None. Absent: Councilmember Peterson. <br /> <br />Case #6: School District g728 Recreation Consortium <br /> <br />Mr. Schroeder explained that the Budget Committee had received a request from the School District <br />in Elk River to provide for an allocation of funds in the 1992 budget and participate in a joint <br />recreation consortium within that school district. The district is asking for an indication of interest <br />and the Budget Committee's reaction to this request was "luke warm". <br /> <br />Mayor Gilbertson asked if it is fair to participate in the Anoka-Hennepin school district's program <br />and not in the Elk River district when there are Ramsey residents who live in both school districts. <br /> <br />Mr. Schroeder explained that the program in Elk River is just starting and the City is not sure what <br />it would be getting for its money and the Anoka-Hennepin program has been on-going and the City <br />is familiar with it. He added that the Budget Committee is currently reviewing the funding for the <br />Anoka-Hennepin program as well. He also stated that the population within the Anoka-Hennepin <br />district is much greater than it is in Elk River. <br /> <br />Mayor Gilbertson reminded him that the residents in the Elk River district also pay taxes. <br /> <br />Councilmember Hardin stated that fact was also discussed at the Budget Committee meeting and <br />the Committee is concerned that it's a different program and they are not sure how the district is <br />planning to spend the money. He feels the City needs more information regarding Elk River's <br />program. <br /> <br />It was the consensus of the Councilmembers that Mr. Schroeder should request more information <br />from the Elk River school district regarding their recreation program. <br /> <br />City Council/August 13, 1991 <br /> Page 7 of 9 <br /> <br /> <br />
