that at the end of this meeting, staff would be recommending that Mr. Jerdin's license be
revoked.

Councilmember Dehen asked Mr. Sliderman for an opening statement.

Mr. Sliderman stated that because they requested a continuance they would not be giving an
opening statement.

Councilmember Dehen swore in the three witnesses: Police Chief James Way, Police
Technician Jo1een Wiemann, and Officer Jeff Katers.

City Attorney Goodrich called Police Chief Way as his first witness.

Police Chief Way stated that he resides at 16851 Helium Street, Ramsey, MN and has been
employed by City of Ramsey as Police Chief for 6 years. He stated that enforcement of
pawnbroker's licenses in the City is part of his duties.

City Attorney Goodrich produced Exhibit 1A and asked Police Chief Way to identify it.

Police Chief Way stated that it is a certified copy of the Ralph's Gun and Pawn license #612.

Mr. Sliderman stated that they object to all documents presented, under these circumstances,
since they have not had adequate chance to do due diligence. He stated that his client has
questioned the authenticity of the document because Mr. Jerdin has indicated that he has never
received this document.

Counci1member Dehen stated that the Council would accept the Exhibit 1A.

City Attorney Goodrich distributed a copy of the letter that was hand delivered to Mr. Jerdin,
Exhibit lB.

Police Chief Way confirmed that it was hand-delivered on November 6, 2008 to the pawnshop.

Mr. Sliderman stated that in addition to objecting to the entire hearing, his client never received
the tickets noted in the letter and so the authenticity of the data is questionable.

Counci1member Dehen stated that his objection is noted and admitted Exhibit 1B into evidence.
He gave Mr. Sliderman the option of asking questions of Police Chief Way.

Mr. Sliderman reiterated that he would like to be able to recall this witness at a later hearing.

Mayor Gamec asked if the letter was hand delivered to Mr. Jerdin.

Police Chief Way stated that he believes Officer Moldenhauer delivered it to Mr. Jerdin,
personally. He stated that he believes it was Officer Moldenhauer but he can check the ICR that
will determine that.

Special City Council Meeting / November 18,2008
Page 5 of 19
