<br />City Attorney Goodrich called Joleen Wiemann to the witness stand. <br /> <br />Police Technician Wiemann stated that she has been employed by the Ramsey Police <br />Department for 8 years. She stated that her duties include supervising records unit and managing <br />and administering the APS, the Automated Pawn System. She stated that the APS is a tracking <br />system for pawn numbers that is managed by the Minneapolis Police Department. She stated <br />that it is a sharing tool for law enforcement that can track property and provides for State and <br />Federal repositories for stolen property. She stated that it assists investigators to find stolen <br />property. She noted that she has a software program to access it and a connection to the <br />Minneapolis system. She can print reports and she noted she is familiar with the City Code <br />dealing with pawnbrokers licenses. She stated that she is also familiar with the issues relating to <br />Ralph's Gun and Pawn. She stated that Mr. Jerdin has been the owner since July 2007 and that <br />he is subj ect to City Code 7.13. <br /> <br />City Attorney Goodrich asked Police Technician Wiemann to describe, on a day-to-day basis, <br />what she does with APS. <br /> <br />Police Technician Wiemann stated that she monitors the pawnshop by running reports, which <br />monitor if th~ information has been put into the system and if there are errors in entries a <br />compliance check can be done. She stated that what is supposed to happen is, when a person <br />comes in to the pawn shop, they need to show identification and there is particular identification <br />that has to be filled out on the pawn shop system and, at the end of the day, all of the items have <br />to be sent to the Minneapolis Police Department. She stated that she has prepared documents for <br />the purposes of tonight's hearing. <br /> <br />City Attorney Goodrich distributed the packets of information Police Technician Wiemann put <br />together. He stated that Exhibit 1 was the City Code and a copy of the City Council minutes <br />from May 27, 2008. He stated that on page 12 there is a motion to adopt Findings of Fact and <br />also on page 13 there was a motion to suspend the license of the Ralph's Gun and Pawn for 30 <br />days, June 1 though June 30. He noted that the motion was amended by Mayor Gamec, to <br />clarify that there be no incoming goods, but customers can come to claim their goods. He stated <br />that this motion was passed by the Council. <br /> <br />Mr. Sliderman stated that he objected to this entire document because it was issued today and his <br />client has never seen it before or had an opportunity to respond. He stated that they reject to any <br />testimony dealing with this document. <br /> <br />City Attorney Goodrich stated that all of the items in this are public documents and there is <br />nothing new. He stated that Mr. Jerdin was at the meeting on May 27, 2008 and had ample <br />opportunity to review the materials by simply coming to City Hall and asking. <br /> <br />Mr. Sliderman stated that their position is it is a compilation, which has never been given to his <br />client. <br /> <br />Special City Council Meeting / November 18, 2008 <br />Page 6 of 19 <br />
