City Attorney Goodrich stated that in the letter from November 6, 2008 they did include a copy
of City Code 7.13, so it isn't the first time that Mr. Jerdin has seen that Code.

Mr. Sliderman stated that they still object because this type of compilation is not admissible.

City Attorney Goodrich stated that they are not asking that this be an exhibit, but a system of
presenting data, a compilation.

Mr. Sliderman stated that their objection still remains.

City Attorney Goodrich asked Police Technician Wiemann to explain Exhibit 3.

Police Technician Wiemann stated that it is an overview of daily procedures, a "cheat sheet"
offered by the Minneapolis Police Department and noted that Mr. Jerdin had been given a copy
of this before tonight. She stated that it was given to him at the time of receiving his license and
again after the hearing.

City Attorney Goodrich asked Police Technician Wiemann to explain Exhibit 5.

Police Technician Wiemann stated that this is an APS transaction number, which is the way she
prints a report that shows when a business was open or closed or had purchases or pawns. She
stated that this indicates that on July 4, 2008, they were open, but had no transactions that day.
She stated that this violates the ordinance, which says they cannot be open on holidays or
Sundays. She stated that Exhibit 6 are transactions that she personally spoke with Mr. Jerdin
about that are lacking information or have invalid information. She reviewed the first example
where he indicated the item was a saw, not chain saw, but he needed to indicate what kind of
saw it is, which violates the City Code that requires identification. She stated that the second
example, is similar, but it doesn't indicate what it is. She stated that Exhibit 7 is an APS
violation log, of which there are two. She stated that this is a log that shows on those dates no
transactions were sent to APS nor was something sent in via e-mail indicating that there were no
transactions that day. She stated that transactions have to be sent in at the end of business day,
even if there are no transactions. She stated that the other violation is an open violation that has
not been corrected from September 8, 2008. She stated that Exhibit lO is a statement of account
from our finance department indicating past due invoices for APS billings, which is also a
violation of the City Code.

Councilmember Look noted that under Exhibit 6, where it says saw, not chain saw, it also says
Makita and a serial and model number. He stated that if he had a Makita saw stolen and he
gives the serial and model number, that to him seems to be the most important information.

Police Technician Wiemann stated that a majority of time, people don't have their serial and
model number, so they would rely on other information entered into the system.

Councilmember Look asked how this would be verified if a victim didn't have their serial
number, that this is their saw.

Special City Council Meeting / November 18,2008
Page 7 of 19
