<br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #08- <br />12-240,2009-2013 Capital Improvement Program (CIP). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Jeffrey. ~ <br /> <br />Mayor Gamec noted that this is available for CUlyone to look at in the City Hall. <br /> <br />Finance Officer Lund noted that it would also be on the City's web site under the Finance section, <br />starting tomorrow. <br /> <br />Case #3: <br /> <br />Request for Site Plan Approval of Clubhouse Expansion; Case of Rum River <br />Hills Golf Course and Ringler Construction <br /> <br />Assistant Community Development Director Frolik stated that the owners have submitted an <br />application to expand the Rum River Hills clubhouse. She stated that they want to add a 1,472 <br />sq. ft. 3-season porch, replace the existing decking and make it larger and to reside the exterior of <br />the building. She stated that staff is recommending approval of the plans as proposed. She <br />noted that the Planning Commission reviewed this on December 3, 2008 and recommended <br />approval. <br /> <br />Councilmember Elvig stated that he assumes there is ADA compliance built into the plans. <br /> <br />Assistant Community Development Director Frolik stated that this would be handled under the <br />Building Code requirements. <br /> <br />Councilmember Elvig stated that he is concerned about the size of the deck and weight loads. <br /> <br />Assistant Community Development Director Frolik stated that this would all be reviewed under <br />the Bul1ding Code requirements and the plans would be signed by a certified architect. <br /> <br />Mayor Gamec stated that in the past the City has not required fire suppression systems, so, it <br />seems to him that if the City could delay this part and have the remodel be continued, as planned, <br />that would be okay. He stated that he wonders if there is another system or code that should be <br />changed regarding whether they have to put in that particular system. <br /> <br />Councilmember Dehen stated that there was not anything about the fire suppression issue in the <br />case report. <br /> <br />Mayor Gamec stated that it is only his issue. He stated that he is just questioning whether the <br />City had to do the fire suppression this way or not. <br /> <br />Fire Chief Kapler stated that Matt Kohner, the Fire Inspector, might be able to better answer the <br />question. He stated that Ramsey, per City code, adopts the amendments to the State Building <br />and Fire Codes and the last one happened in July 2007. He stated that the fire suppression <br />thresholds were changed and any "A" occupancy building needs to have sprinklers now. <br /> <br />City Council I December 9, 2008 <br />Page 7 of 17 <br />
