Voting No: None. <br /> <br />Case #4: Introduce Ordinance to Amend Ramsey City Code Chapter 9 (Zoning <br /> and Subdivision of Land) Section 9.50.05 <br /> <br />Ms. Frolik stated that often times the City is faced with situations where a property owner has a <br />reasonable need to convey some of his or her property to the adjacent property owner. At the <br />present time the only tool the city has in place to relocate an interior lot line between two lots is a <br />minor subdivision. She stated an ordinance has been drafted which would amend the City Code to <br />give City Staff the authority to approve a lot line realignment in those instances where no adverse <br />impacts will result from the action or no new lots would be created. She informed Council that the <br />Planning and Zoning Commission conducted a public hearing regarding this proposed amendment <br />to the ordinance and they are recommending adoption. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to introduce Ordinance <br />~91-XX amending Chapter 9 (Zoning and Subdivision of Land), Section 9.50.05 of the Ramsey <br />City Code. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #5: Truth in Taxation Calendar and Proposed 1992 General Fund <br /> Operational Budget and Proposed 1991, Payable 1992 Municipal <br /> Levy <br /> <br />Finance Officer Helling stated that the Truth in Taxation law requires cities to hold a public budget <br />hearing for property taxes payable in the year 1992. This hearing must be held between November <br />15 and December 20; the date cannot conflict with the dates set by the County or local school <br />districts. Mrs. Helling stated that in addition to establishing the public hearing dates, the Council <br />must adopt a proposed 1992 budget and levy such that certified copies can be delivered to the <br />County Auditor on or before September 3, 1991. She stated the City must adopt the Proposed <br />General Fund Operational Budget which provides for a balanced budget. The proposed budget <br />will be balanced; however, the line items may be increased or decreased based upon <br />recommendation of the Budget Committee and adoption by City Council. Mrs. Helling stated that <br />the levy limit has been used to establish the Proposed 1991, Payable 1992 Municipal Levy for the <br />City of Ramsey. She added that the proposed Municipal Levy represents a 4.8% increase; <br />however, the General Levy has been increased for the 1992 Local Government Aid cut only and <br />the Debt Service Levy has decreased slightly. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to set the City of <br />Ramsey's initial public budget hearing for property taxes payable in the year 1992 on December <br />10, 1991 with a reconvene date (if necessary) of December 17, 1991. The hearings are scheduled <br />to begin at 7:00 p.m. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#91-08-201 setting the proposed 1992 General Fund Operational Budget. <br /> <br />Motion carried.
