Motion by Councilmember Peterson and seconded by Councilmember Beyer to adopt Resolution <br />#91-12-267 providing for the issuance and sale of $1,525,000 General Obligation Temporary <br />Improvement Bonds, Series 1992A. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Resolution #91- <br />12-268 providing for the issuance and sale of $620,000 General Obligation Improvement Bonds, <br />Series 1992B. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #2: Request to Vacate a Portion of Drainage Easement Located on PIN <br /> 20-32-25-12-0004; Case of R.J.S. Builders, Inc. <br /> <br />City Engineer Jankowski stated that the owner of the property described as Lot 2, Block 3, The <br />North Forty 3rd Addition has requested that the City vacate a portion of the drainage easement <br />covering this parcel. He stated that in reviewing this drainage easement, it does not accept storm <br />run-off from any public right-of-way. He recommended vacating the easternmost 80 feet of the <br />drainage easement which concurs with the Planning and Zoning Commission's recommendation. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to adopt Resolution <br />#91 - 12-269 vacating the easternmost 80 feet of the drainage easement located on Lot 2, Block 3, <br />The North Forty 3rd Addition. <br /> <br />Further discussion: Mayor Gilbertson asked that it be noted that the property owners, by their own <br />action, are creating an excessive front yard setback and will not be eligible for a variance to <br />construct an accessory structure closer to the front property line of the house. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin, Beyer and <br />Cich. Voting No: None. <br /> <br />Case #3: Request to Vacate Dedicated Street Right-of-Way Across Outlots C <br /> and D of Northfork P.U.D.; Case of North Fork, Inc. <br /> <br />City Engineer Jankowski stated that North Fork, Inc. is requesting that the City of Ramsey vacate <br />certain easements that were acquired during the platting process of Northfork P.U.D. He stated <br />that the Planning and Zoning Commission held a public hearing regarding the vacation of these <br />road right-of-ways and is recommending that the City Council vacate the road right-of-ways across <br />Outlots C and D of Northfork P.U.D. City Staff is also recommending the vacation because the <br />City no longer needs access to Highway #10 from 153rd Avenue N.W. at this point and, <br />according to the City's Thoroughfare Plan, the connection with 164th Avenue N.W. may not be <br />needed in the furore. <br /> <br />Mr. Dennis Peck, representing North Fork, Inc. presented his understanding of North Fork, Inc.'s <br />agreement with the City and stated he feels that North Fork, Inc. has fulfilled their part of the <br />agreement. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Resolution #91- <br />12-270 vacating easement across Outlots C and D of Northfork P.U.D. <br /> <br />City Council/December 17, 1991. <br /> Page 5 of 11 <br /> <br /> <br />
