Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer and Peterson. <br />Voting No: Councilmember Hardin. <br /> <br />Case #4: Request for Final Plat Approval of Cowles Addition, a Minor <br /> Subdivision; Case of George Cowles <br /> <br />Zoning Administrator Frolik stated that Mr. George Cowles is requesting final plat approval of a <br />minor subdivision to be named Cowles Addition. The property is located on the north side of <br />Highway #10 between Verndale Commercial Park and Ramsey Commercial Park. Ms. Fi'olik <br />stated that the subject property currently has numerous substandard conditions; however, as <br />proposed, the plat will eliminate, or at least improve upon, some of these conditions. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to adopt Resolution #91- <br />12-271 approving the final plat of Cowles Addition, a minor subdivision, contingent upon <br />providing drainage and utility easements around the perimeter of each of the lots. <br /> <br />Further discussion: Council directed Ms. Frolik to determine whether the existing uses in Cowles <br />Addition are illegal non-conforming or legal non-conforming. She was also directed to delete <br />Paragraph #3 of the Development Agreement and add "That by granting final plat approval of <br />Cowles Addition, the City is not granting any additional legal status to any one of the existing <br />rISeS". <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Preliminary Plat Approval of Wood Pond Hills; Case of <br />BLH Development Company <br /> <br />Zoning Administrator Frolik stated that BLH Development Company is requesting preliminary plat <br />approwil of Wood Pond Hills, which consists of approximately 72 acres proposed to be <br />subdivided into 135 lots. The plat will be served by municipal sewer and water. The 12 <br />northernmost lots are not within the MUSA boundary; however, they are in that area expected to be <br />approved as Phase I1 of the City's MUSA expansion. <br /> <br />Mr. Dickman Knutson, President of BLH Development Company, was present to discuss the <br />proposed four-phase development. <br /> <br />Mr. and Mrs. Hanus were present and verbally agreed that their driveway would be realigned to <br />access on to the adjacent new street in Wood Pond Hills. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Hardin to approve the <br />preliminary plat, as drawn by McCombs, Frank, Roos, Sheet 1 of 4, revision dated 12/12/91 for <br />Wood Pond Hills contingent upon the developer providing amended grading plans which indicate <br />house pad elevations. <br /> <br />Motion carried.
