Case #6: Community Development Block Grant (CDBG) Program <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey's estimated allocation for 1992 CDBG <br />is in the amount of $28,090. She stated that 1992 is the third year of a three-year cycle; therefore, <br />the City must do a project in 1992 as these funds cannot be carried over into the next three-year <br />spending cycle. Ms. Frolik added that Staff is proposing that City Council conduct the CDBG <br />public hearing at their meeting on February 11, 1992, and allocate the funds at their meeting on <br />February 25, 1992. She stated that Ramsey had recently been notified that there is currently <br />$1,851.77 in unallocated CDBG funds from prior years. Ms. Frolik informed the Council that <br />these funds must be allocated by January 13, 1992 or they will be forfeited. She felt the most cost <br />efficient use of this money would be to allocate it to the Anoka county Housing Rehabilitation <br />Program. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to schedule and advertise a <br />public hearing regarding the use of 1992 CDBG funds for Tuesday, February 11, 1992 at 7:30 <br />p.m. <br /> <br />Further discussion: Councilmember Peterson asked Ms. Frolik to explore the possibility of using <br />the CDBG dollars for restoration of the old town hall (school) building. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Motion by Councilmember Hardin and seconded by Mayor Gilbertson to adopt Resolution #91-12- <br />272 allocating $1,851.77 in Community Development Block Grant Funds to the Anoka County <br />Housing Rehabilitation Program. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Beyer, Cich and <br />Peterson. Voting No: None. <br /> <br />Mayor Gilbertson recessed the meeting at 9:02 p.m. <br /> <br />Mayor Gilbertson called the meeting back to order at 9:15 p.m. <br /> <br />Case #7: Extension to the Conditional Use Permits Issued to Waste <br /> Management of Minnesota <br /> <br />City Administrator Schroeder stated that on November 15, 1988, City Council issued a conditional <br />use permit to Waste Management of Minnesota, Inc. for vertical expansion, which resulted in the <br />fact that the landfill would be operating for another five years maximum. He stated the CUP also <br />included language about reviewing the landfill operation which is what is occurring at this time. <br />Mr. Schroeder reported that the volumes of waste received since the expansion approval have been <br />significantly less than originally projected; therefore, the grades of the landfill are deficient of <br />where Waste Management thought they would be by this point in time. As a result of this, Waste <br />Management is intending to submit an application with the Pollution Control Agency (PCA) for a <br />new grading plan. They have further reported that the preparation of this plan and initial review by <br />the PCA will take about six months. He added that Staff feels it is in the City's best interest to <br />assist Waste Management's efforts to receive PCA review of a new grading plan. <br /> <br />Mt'. Don Otter, Waste Management of Minnesota, Inc. was present and upon inquiry regarding the <br />closure of the landfill, replied they are still pursuing the closure date of December 31, 1993. <br /> <br />The City Council wanted the statement on record that the CUP was issued by the 1988 City <br />Council. <br /> <br />City Council/December 17, 199'~ <br /> Page 7 of 11 <br /> <br /> <br />
