Motion by Councilmember Cich and seconded by Councilmember Beyer to approve an extension <br />of the conditional use permits for vertical expansion, grading and excavation of the north borrow <br />area, tire processing and the temporary office structure through June 30, 1992, upon satisfaction of <br />all other conditions within the original permits and demonstration of a new PCA application for the <br />vertical expansion and grading plan change based upon reduced capacity goals. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #8: Jay Guimont Disability <br /> <br />City Administrator Schroeder stated that all the information pertaining to Mr. Guimont's request <br />for additional benefits were reviewed by the Fire Board. They have recommended denial as has <br />City Staff. Mr. Guimont was invited to this meeting and all the other meetings scheduled to <br />discuss his request and he has not attended nor sent a representative on his behalf. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Beyer to notify Mr. Jay <br />Guimont that the City Council has found that no additional benefits are payable pursuant to the <br />October 21, 1990 date of injury and subsequent review and recommendation by the Fire Board. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #9: Adopt Ordinance Amending Chapter 7 of the City Code Regarding <br /> Charitable Gambling <br /> <br />City Administrator Schroeder stated there has been language added to the ordinance on charitable <br />gambling stating that any licensed organization conducting lawful gambling within the City shall be <br />required to expend 100% of its expenditures on lawful purposes conducted or located within the <br />City's trade area. <br /> <br />Gerry Hamlin, Gambling Manager for the Ramsey Lions, was present and stated he would have <br />no problem with giving the City 10%, but asked if that would preclude the City from being able to <br />ask the Lions for money for items such as Council Chamber chairs, etc. He stated he does have a <br />problem with the 100% having to be spent in the trade area. He explained some of the camps and <br />foundations outside the trade area that the Lions Club donates to and urged the Council to <br />reconsider the 100%. <br /> <br />Gary Parker and Shirley Olson from the Cystic Fibrosis Foundation were present. Mr. Parker <br />stated that he also has no problem with the 10% but added that all of their dollars are spent on care <br />of children with cystic fibrosis and the research to find a cure for cystic fibrosis. He stated that <br />means the majority of their money goes outside the trade area. <br /> <br />Gerry Hamlin suggested rewording the ordinance to say "to directly benefit the trade area" as <br />opposed to "spend 100% in the trade area". <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to adopt Ordinance <br />#91-18 amending Section 7.61 entitled "Charitable Gambling". Omit Section 7.61.09 regarding <br />the trade area. Section 7.62 entitled "Bingo" will be discussed at the January 14, 1992 City <br />Council meeting. <br /> <br />Motion carried.
