<br />Councilmember Jeffrey stated that there is one EDA vacancy and asked if there is a possibility of <br />putting a third Councilmember in that position. <br /> <br />.City Attorney Goodrich stated that he would check into this possibility. <br /> <br />5) Discussion of Policy for Request for Proposals (RFP) for Professional Contract <br />Services <br /> <br />City Administrator Ulrich stated that the City goes through a process of appointing professional <br />service contracts, but does not have an official policy. He stated that there is a list of consultants <br />for professional services included in the packet. He asked if the Council wants to have a policy <br />to go out for proposals to get competitive bidding for these types of professional services on a <br />regular basis, which has not been routinely done. He noted that some contracts are for three- <br />year terms, such as M.M.K.R. <br /> <br />City Attorney Goodrich stated that the information in the packet on pages 31, 32 and 33 is not <br />for professional services, but for buying equipment and construction and noted that professional <br />services are exempt. <br /> <br />Mayor Ramsey stated that he thinks it is important to find out the cost of things, for example, <br />what other attorneys would charge. He stated that he does not think the City necessarily has to <br />accept the lowest bid because there is value in experience also. <br /> <br />Councilmember Dehen asked about the typical time frame for an RFP because sometimes he <br />thinks the City needs services faster than it can get with an RFP process. <br /> <br />Assistant City Administrator Nelson stated that there is no State law on the time of the RFP <br />process, but normally you need to give people 3 or 4 weeks to respond to an RFP. <br /> <br />City Administrator Ulrich stated that for professional services, the Council would want to <br />interview people and find out exactly what it would be getting for the money. <br /> <br />Mayor Ramsey stated that he was thinking this process should be done every few years, during a <br />non-election year. <br /> <br />Councilmember Look stated that given the current budget outlook, he thinks the Council needs <br />to turn over every stone and try to save money in every way possible. He is not opposed to <br />going out for consulting service bids and thinks this will indicate to residents that the Council is <br />on top of the ball and getting them the best "bang for the buck". <br /> <br />Cquncilmember McGlone asked if the amount listed for City Attorney Goodrich includes <br />everything paid to him or if there are other fees, for court dates that are not included. <br /> <br />Finance Officer Lund stated that this includes the total amount paid to him. <br /> <br />Councilmember Look suggested jumping right into this because of the budget situation. <br /> <br />City Council Work Session /January 6, 2009 <br />Page 10 of 16 <br />
